In the debate in the third round which brought together the two vice presidents, KH Ma’ruf Amin and Sandiaga Uno had shown a sarcastic attitude between the two. The satire was seen when Sandiaga issued his KTP assessing that KTP was a sophisticated card so it did not need many cards.
According to KH Ma’ruf Amin, if the community is ready to face more rapid development, there will be a time when people do not need the cards.
“I think, all this time KTP has not been able to be played to respond to all problems. Therefore, we launch individual cards to make it easier, “said Maufuf when answering the statement from Sandiaga Uno.
In the debate, Ma’ruf Amin had time to show 3 cards, namely pre-employment cards, cheap basic food cards and college cards. Therefore Ma’ruf and Joko Widodo also thought about making each card that could answer various problems in the community, ranging from education, employment to food needs. However, he did not mind if the programs were criticized.

On the previous occasion President Joko Widodo said that his party was not playing cards by issuing the Healthy Indonesia Card and Smart Indonesia Card since being elected in the 2014 Presidential Election. Jokowi also promised, together with his partner KH Ma’ruf Amin to launch a new card program, namely KIP Kuliah, Kartu Work and Cheap Food Packages. The presidential candidate number 01 stated that the cards would be issued if he was re-elected in the 2019 Presidential Election.
On several occasions, Jokowi conveyed the KIP Lecture will be given to people who want to educate their children, both graduates of high school / MA and Vocational High School but are faced with the problem of costs. He wants the public to be able to access college through the new program without constrained costs. This certainly adapts to the varying levels of public education in Indonesia, of course it will be very troublesome if the E-KTP is damaged or lost if all the programs in the existing cards are inserted into the E-KTP chip.
In addition, KTP is a card that must be owned by all Indonesian citizens aged 17 years and over, while policies such as KIP, KIS etc. are not accepted by all citizens, but only citizens in need get the facilities from these cards.

Of course it will be complicated if the KTP has a function as KIP, KIS, and various other government subsidy facilities. Community ownership of the cards issued by the Jokowi government is certainly administrative evidence that a citizen has also been a beneficiary.
