New Hope for Eradicating Corruption After the Transfer of KPK Employee Status

KPK employees have been officially inaugurated as ASN on June 1, 2021. The public also has new hope after the transfer of status, namely the professionalism and militancy of employees in eradicating corruption.

The implementation of the National Insight Test (TWK) is expected to be one part of efforts to eradicate corruption in Indonesia to be more systematic.

This was revealed by Communication Expert Emrus Sihombing, who assessed that the transfer of status from the corruption eradication commission (KPK) to the State Civil Apparatus (ASN) through TWK.

              Moreover, the transfer of status is also something formal, aka an order from the law (UU). In other words, it is in accordance with Law Number 5 of 2014 concerning State Civil Apparatus or ASN Law.

              Regarding the statement that the KPK ignored President Jokowi’s directions regarding a number of employees who did not qualify for the TWK, Emrus did not see any different views between the president and these institutions, including the KPK.

              Emrus assessed that it was in an orbit to move forward together to eradicate corruption.

              As is known, President Jokowi has also asked relevant institutions and ministries so that KPK employees who do not pass the TWK can be given guidance. In this regard, according to Emrus, KPK leaders can provide guidance, including through official education as suggested by the President.

              He emphasized that the mandate of the Law on ASN must be implemented for all KPK employees. Because they are the ones who enforce the law, not the one who makes it.

              The Executive Director of Emrus Corner assessed that the dismissal of a number of KPK employees who failed to undergo TWK was appropriate and they could continue to work outside the anti-corruption agency.

              Previously, the Head of KSP Moeldoko said that it was not true that a number of government agencies had ignored the President’s directives. To carry out the directives, the Minister of PAN-RB, the Minister of Law and Human Rights, the State Civil Service Agency (BKN) and the State Administration Agency (BKN) and the State Administration Agency (LAN) have coordinated with the KPK leadership and conveyed the President’s direction by providing coaching options as a solution.

              The new hope for the KPK after the TWK was carried out was the cleansing of the KPK from radical ideas that had been in the spotlight.

              On a different occasion, the Chairperson of the Setara Institute’s Governing Body, Hendardi, said that the national insight test, which is one of the requirements for the transfer of the status of an employee of the Corruption Eradication Commission (KPK) to a State Civil Apparatus (ASN) is part of the government’s efforts to prevent intolerance and radicalism in the agency.

              Of course, not only in the KPK, but efforts to prevent intolerance and radicalism are also carried out in other government circles, such as ASN, Polri, TNI and education sectors, namely universities and schools.

              So that anyone who breeds intolerance and radicalism within himself, then he may not pass the test of state and religious moderation.

              He also considered that information related to the failure of a number of KPK employees to change their status to ASN, according to him, was normal and did not need to spark debate. There are those who pass and there are those who fail, which is normal.

              Of course, the employees of the Corruption Eradication Commission (KPK) will be transferred to the state civil apparatus (ASN) so they must undergo a selection. However, the implementation of this selection has attracted the attention of many parties, especially because the TWK aspect is considered only a formality to remove employees with integrity.

              It should also be noted that the TWK in the KPK ASN selection touched on many things such as HTI, FPI and terrorism which were deemed not to be in accordance with the main duties of the employee’s function.

              The implementation of the TWK is also considered not only to have the aim of knowing a person’s competence in terms of work. Furthermore, TWK has a special purpose in this regard regarding the national perspective itself.

              Previously, the spokesman for the KPK for prosecution, Ali Fikri, said that TWK was a condition for changing the status of KPK employees to state civil servants (ASN). This is a mandate in Law Number 19 of 2019. So it is not true that TWK is part of weakening the KPK.

              Now the KPK has a new hope after the transfer of employee status to ASN , of course we all hope that the KPK can be stronger, independent and free from radical ideas.
