The government continues to stimulate the national economy to be more developed. One of the ways is carried out through simplification of regulations through the Omnibus Law concept which is believed to have a positive impact on employers and workers
The long-awaited day is coming soon, overlapping rules and complicated regulations on Indonesian rules are soon gone. Various laws covering a number of issues such as taxation, maritime affairs, industry, education, employment and many others will soon be revised to support the improvement of the national economy.
Previously, President Joko Widodo had planned to submit an omnibus law to the House of Representatives (DPR) next month. The government hopes that the faster discussion of the omnibus law will provide a better certainty for the business climate. Jokowi claims that if the DPR approves, there will be a big change in the state of regulations that Indonesia has.
Rizky Argam as a Researcher of the Center for Law and Policy Studies (PSHK) said, basically the omnibus law is one of the methods or ways of forming laws that govern the material on a multi-sector basis. In addition, this law is also suspected to be able to revise up to revoke the provisions contained in other laws.
According to him, a number of countries have implemented omnibus law as a strategy to resolve complicated and overlapping regulatory issues. As a method, the omnibus law approach has the opportunity to ignore important principles in the formation of laws. The application of the Omnibus Law is considered quite challenging, considering that previously this scheme had never been applied in Indonesia.
So far, the government has combed at least 74 laws that will be affected by the omnibus law. According to President Jokowi, if the government only combines the laws one by one and then submits a revision to the DPR, the process can take a very long time. In fact, up to more than 50 years, added Jokowi.
Therefore, the President hopes that the DPR can support the government in realizing the plan. Especially for Omnibus Law related to employment copyright. Jokowi hopes to be supported and not complicated. So that labor problems will be more easily regulated and improve the welfare of the community, especially laborers.
Previously also mentioned in the Omnibus Law Employment Creation this will allow the opening of employment on a large scale. So that it can reduce unemployment which is quite high in Indonesia. In addition, there is an hourly wage discourse that has a larger nominal as has been implemented in a number of countries.
Omnibus Law Cipta Karya is also said to be able to generate the manufacturing sector. This was also guaranteed by Moekti Prasetiani as Chief Economist of Danareksa Research Institute. That said, the Omnibus law on employment was one of the prerequisites for improving manufacturing.
Moekti said, foreign investors are very concerned about issues related to employment to invest in the archipelago. Some of the issues of concern include those relating to wages.
He considered that Indonesia needed to re-entrust manufacturing as a driving force for economic growth. Moreover, commodity prices are now weakening.
On the other hand, Deputy Chairman of the Indonesian Chamber of Commerce and Industry (Kadin) in International Relations, Shinta Widjaja K., has high hopes that the investment climate in Indonesia will be able to boost national industry in 2020. Thus, it can contribute significantly to national economic growth.
Meanwhile, DPR Speaker Puan Maharani said that the parliament did not want to rush into discussing the draft omnibus law that would be submitted by the government. The reason is, each draft rule that will be discussed needs to be given a number of in-depth studies. In addition, the DPR and the government are deemed necessary to involve input from many parties to ensure that the draft omnibus law is as expected. This is necessary so that miscommunication does not occur. In principle, the Omnibus Law must be carried out with caution, so that later it will not cause derivative problems in its implementation.
The hope for the future is the completion of the Omnibus Law discussion. So that it will soon be implemented in order to simplify all of Indonesia’s notoriously complicated regulations and bureaucracy. Therefore, let’s support the government’s right steps to equalize welfare by increasing the national economy. It is not impossible that Indonesia will overtake other independent superpowers in various sectors, successful and victorious in their own country. Let’s welcome the new Indonesia that is more advanced with the Omnibus Law scheme.
