Officially, the government has withdrawn the Pancasila Ideology Direction Bill (HIP) and replaced it with the Pancasila Ideology Development Agency (BPIP) Bill. The public also responded positively to this because there were no controversial articles in the draft law.
The government has sent the draft BPIP bill to the DPR through the Coordinating Minister for Political, Legal and Security Affairs Mahfud MD in mid-July 2020. The BPIP bill apparently contains a different substance from the HIP bill. The BPIP Bill contains provisions regarding the duties, functions, authorities and institutional structure of BPIP. Meanwhile, controversial articles such as the interpretation of philosophy and the history of Pancasila no longer exist. In the preamble, there has also been MPRS TAP Number XXV of 1966 concerning the Prohibition of the PKI and the Teachings of Communism, Marxism and Leninism.
However, the discussion of the BPIP Bill will not be carried out in the near future, considering that DPR members are entering a recess period.
Dasco said, there are several mechanisms that need to be passed first to replace the discussion of the HIP Bill with the BPIP Bill which consists of 7 chapters and 17 articles. After the mechanism is implemented and replaced, his party will not discuss it before asking for public opinion. The DPR will open dozens of articles to receive input from the public, especially since the substance is different.
Executive Director of the Indonesia Public Institute (IPI) Karyono Wibowo said the BPIP Bill was important to strengthen the position of BPIP. In accordance with the applicable legal mechanisms, the current legal basis for BPIP is Presidential Regulation No. 7 of 2018 concerning the Pancasila Ideology Development Agency. This is also considered reasonable because there are a number of other non-ministerial government agencies under the law.
Karyono also emphasized that by having a legal umbrella, the Pancasila strengthening program will not change or even disappear even though the regime changes. The strengthening of Pancasila as the basis of the state ultimately does not depend on who is in power, because it already has a permanent legal basis, namely law.
He assessed that the performance of BPIP in carrying out the task of fostering the Pancasila ideology was good enough by disseminating the Pancasila values development program among the community and in a number of state and government institutions. BPIP is considered to be able to fill the void in the role of the state in the practice and culture of Pancasila values since the Pancasila appreciation and practice guideline program (P4) and the Education Development Agency for the Implementation of the Guidelines for Living and Practicing Pancasila (BP7) were dissolved.
Even so, Karyono said that BPIP is currently still focused on the aspects of internalizing the institutional arrangement and programming as well as formulating the material for the education syllabus and training (Diklat) for Pancasila Ideology Development. ” BPIP must also answer a number of challenges.
On a different occasion, member of BPIP, Romo Benny Susetyo, said that currently BPIP continues to improve the road map for developing Pancasila with the latest conditions so that coaching can run more effectively. In line with what Karyono said, the digital era is considered to be a challenge in itself. Benny said that BPIP continues to foster Pancasila through public spaces.
In attracting the sympathy of the younger generation of nearly 120 million to practice the values of Pancasila, Romo Benny considered that an applicative and meaningful approach was needed. According to him, doctrinal methods are no longer suitable in conditions like today.
He also encourages the public space to be filled by people who give the perspective that Pancasila is an act of how they love their nation by giving their best through their achievements, through their contributions to others. Likewise, making Pancasila alive with the souls of social nationalism in concrete forms.
Father Benny also explained that Pancasila is an ideology that can be practiced in everyday life. By practicing Pancasila, according to him, it can increase the feeling of love and pride for the country.
He gave an example in the first precept, namely Godhead in One God, this shows that if we love God, then we cannot insult our fellow creatures. If someone can love fellow humans, then there will be no SARA conflict because of the practice of the third principle, namely the Indonesian Unity.
The BPIP Bill must fully support the strength of Pancasila. Because by sticking to Pancasila, this large ship called Indonesia can still sail without fear of sinking due to radicalism.
