The government continues to boost the planned relocation of the National Capital, a move that has certainly been thought through to produce a grand plan that is moving the capital from Jakarta to East Kalimantan.
In general the community has also realized that Jakarta is already very crowded with various hustle and bustle, so that the administrative areas of the country with the business area must be separated.
Especially with the various problems that exist in Jakarta are very complex, such as social inequality, flooding, congestion that is increasing, while the rate of urbanization is increasing every year.
Indeed, Jakarta is already considered a city that promises various jobs, so many people choose to migrate to Jakarta because they believe that they can change their destiny in the city, as a result Jakarta has become the most populous region in Indonesia.
The accelerated relocation of the New Capital City is supported by PT Jasa Marga (Persero) Tbk. It has built the Balikpapan-Samarinda toll road which can be a basic tool in developing the new capital city, as well as supporting the acceleration of the distribution of goods and services between the two cities that can cut time non-toll road trips which previously reached 3-4 hours, only become 1 hour.
Chairperson of the House of Representatives Commission V Lasarus said that infrastructure and transportation development in the new capital region in East Kalimantan was requested to be accelerated. Development must really be integrated properly and correctly.
According to him, the development of a massive national capital in the future is also considered to have a positive impact on its development in various regions around it.
Lasarus assessed that the IKN Law must immediately enter into the national legislation program (prolegnas) in the Indonesian Parliament. So the government needs to submit it immediately.
He considered that it was necessary for East Kalimantan to get more budget from the center in order to develop infrastructure there.
The House of Representatives Commission V has also asked the Ministry of PPN / Bappenas, the Ministry of Public Works and the Ministry of Transportation to continue a more detailed study of infrastructure development and financing of the National Capital.
The House of Representatives Commission V also asked the Ministry of PPN / Bappenas that the financing of infrastructure development and transportation of the country’s capital be carried out after the enactment of the law on the new state capital, and must pay attention to local wisdom and its supporting regions.
Previously, Minister of National Development Planning / Head of Bappenas Suharso Monoarfa will overhaul 43 regulations, aiming to prepare a legal basis for the construction of the New Capital in East Kalimantan. He said the various regulations would be tidied up by the omnibus law method or a combination of a number of rules.
He said 43 regulations that would be overhauled to create a legal basis for the transfer of the State Capital include the Act (Law), Government Regulation (PP), Presidential Regulation (Perpres) and Ministerial Regulation (Permen).
In the 43 regulations, he detailed, among others, there were 14 laws related to the regulation of the position of the National Capital, the territorial boundaries, the shape and structure of the government, the special area of the government, spatial planning, the environment, and the disaster management system.
Suharso stated that the omnibus law method applied was aimed at organizing 43 regulations, which would have an impact on the acceleration of the process of moving the capital from Jakarta to East Kalimantan, which will begin to be implemented in 2024.
The establishment of the Omnibus Law can be done as long as the material still adheres to the procedures for the enactment of current laws and practices.
Bappenas Deputy for Regional Development Rudy Prawiradinata said that after being submitted to the President, the IKN Bill could be discussed with the DPR.
Rudy also emphasized that this State Capital Bill was based on the principle of using the omnibus law methodology. Where there will be a clause to decide on a number of government agencies that remain in the Jakarta area, in this case such as Bank Indonesia (BI) and the Financial Services Authority (OJK).
The relocation of the capital must be welcomed, because the measure is considered part of the equitable development so that the island of Kalimantan, especially the Province of East Kalimantan, does not lag behind infrastructure development from other areas on Java.
The acceleration of the Capital Movement will certainly have a positive impact on the acceleration of development as well, so that economic equality will be realized and disparities between regions will be reduced.
