The community fully supports the Government’s policy to increase the capacity of Papua’s Human Resources (HR). This strategy is expected to stimulate the progress of Papua and increase the welfare of the people.
Papua has potential that must be developed, almost every year the ministers who fill the government cabinet never escape from Papuans.
Of course, with all the existing limitations, Human Resources (HR) in Papua must get attention, so that young Papuan intellectuals will emerge who are able to make Papua more advanced and prosperous.
Previously, Indonesian President Joko Widodo was committed to continuing to build infrastructure in Papua. Jokowi also conveyed that according to his vision, the government should give more portion to human resource development.
This was in response to a statement from the chairman of the Jayapura City DPRD, Abisai Rollo, who said that so far the government had only been concerned with natural resources (SDA) issues. Meanwhile, the issue of human resources is often ignored. In fact, Papuan human resources that are competitive are far more valuable and needed in the future than the limited natural resources, will decrease and will even end.
Abisai expressed concern about the competitiveness of indigenous Papuans in the economic and political fields. Especially after the rapidly changing demographics of Papua in the last 20 years.
On that basis, Abisai asked the government to encourage the Papuan generation to take a better education. He also considered the need for assistance, incentives and access for Papuans throughout Indonesia.
He also asked the government to pay attention to the participatory process in developing Papuan human resources. Papuan human resource development funds are also expected to be followed by control instruments.
On a different occasion, former Vice President of the Republic of Indonesia Jusuf Kalla emphasized the issue of human resource development (HR) related to efforts to improve the welfare of the Papuan people. That way the Papuan people can manage their natural resources well.
Jusuf Kalla hopes that the younger generation of Papua can study harder in order to know how to manage the abundant natural resources. Jusuf Kalla also asked migrants in Papua to feel that they are Papuans because they have lived and lived on Earth of Cenderawasih together.
Currently, HR is the key word in facing various challenges in the dynamic world megatrend. The government views the development of Papuan human resources as a step to accelerate the development of Papua. The acceleration of development in Papua will implement development that is in line with the sustainable development context (SDGs) 2030.
The Roadmap for the development of Superior Human Resources in supporting Papua’s economic transformation will be carried out in formal and vocational education, collaboration and cooperation, educational and training facilities, government intervention and personnel human resources by increasing the competence of the state civil apparatus (ASN). One of the programs that support human resources in Papua is the sustainability of the Papua Special Autonomy (Otsus) fund.
The Millennial Special Staff (Staffsus) of the President of the Republic of Indonesia, as well as the CEO of the Kitong Bisa Foundation, Billy Mambrasar considered that the Special Autonomy program was an important program. Because with this policy the younger generation in Papua and West Papua can become more educated, so they have a higher chance of success or aspirations.
In the virtual discussion opportunity, Billy said, the enthusiasm for the special autonomy allocation was highest for education, he also admitted that he came from a poor family, but could take higher education using special autonomy funds. According to Billy, the best investment is in people. Because that way, civilization will wake up automatically.
Billy explained, investing in human development is the right step, because they are the ones who will build their own civilization. The existence of Presidential Instruction Number 9 of 2020 shows the government’s commitment to development, involving all components of the people.
He continued, Billy considered that the realization of the special autonomy program would take a long time. Because even developed countries are still in the process of building their civilization.
HR is like a hook and SDA is like a fish, of course we can’t catch bigger fish with just a hook that is used to fish in shallow rivers.
It is important for children in Papua and West Papua to have competitiveness in an increasingly global era, the government certainly needs to support young people on Earth of Cenderawasih so that they can upgrade their “hook” so that later they can compete and get “fish” in the vast ocean.
