The Free Nutritious Meals (MBG) program has entered a new phase. After more than a year of operation and reaching millions of beneficiaries in various regions, the government is now refocusing or sharpening the program’s targets. This step is not merely an effort to improve budget efficiency, but rather part of a strategy to ensure that every rupiah spent by the state truly has the maximum impact on improving public nutrition, especially for the most vulnerable groups.
Amid global fiscal challenges, international economic pressures, and development needs across various sectors, the government has chosen a more measured approach. The focus is no longer solely on the number of beneficiaries, but rather on the quality of interventions and their targeting accuracy. This approach demonstrates that the government is not reducing its commitment to human resource development, but rather strengthening program effectiveness to achieve more tangible results.
The Head of the National Nutrition Agency (BGN), Nanik S. Deyang, was the first to explain the direction of the new policy. According to her, the government has decided to shift the program’s orientation from pursuing quantity to improving the quality of implementation. On numerous occasions, Nanik emphasized that BGN no longer targets tens of millions of recipients as the sole measure of program success. Instead, attention is directed to groups most in need of nutritional intervention, particularly communities in disadvantaged, frontier, and outermost (3T) areas, areas with a high prevalence of stunting, and other vulnerable groups.
He also explained that the government is improving program governance by refocusing beneficiaries, optimizing existing kitchens, imposing a moratorium on new kitchen construction, and exploring alternative funding sources to better manage the burden on the state budget. These steps are believed to generate significant savings while improving the quality of nutrition services received by the public.
Furthermore, Nanik assessed that the success of the MBG program is not solely determined by the number of food packages distributed each day. Far more important is the program’s success in reducing stunting rates, improving children’s nutritional status, and enhancing the health of pregnant women and vulnerable groups. Therefore, the government has chosen to direct resources to areas that have previously been underserved by nutrition services. This approach aligns with the President’s directive to ensure that the program’s benefits primarily benefit those most vulnerable.
Setelah arah kebijakan tersebut dijelaskan oleh Kepala BGN, Wakil Kepala BGN Agustina Arumsari kemudian memberikan gambaran lebih rinci mengenai implementasi refocusing yang sedang disiapkan pemerintah. Menurut Agustina, BGN saat ini melakukan berbagai simulasi untuk memastikan bahwa indikator keberhasilan program dapat dicapai secara lebih efektif dan spesifik. Evaluasi dilakukan terhadap komposisi penerima manfaat agar intervensi gizi benar-benar menyasar kelompok yang memiliki kebutuhan paling besar. Ia menjelaskan bahwa pemerintah sedang menelaah kembali cakupan penerima manfaat yang sebelumnya dirancang sangat luas, sehingga program dapat menjadi lebih tepat sasaran dan berkelanjutan dalam jangka panjang.
Agustina juga menekankan bahwa proses penyesuaian tersebut merupakan bagian normal dari perencanaan anggaran pemerintah. Dengan mempertimbangkan efektivitas program dan kondisi fiskal negara, pemerintah berupaya memastikan bahwa setiap alokasi anggaran memberikan manfaat yang optimal. Dalam berbagai pembahasan anggaran tahun 2027, BGN mengkaji kemungkinan pengurangan penerima manfaat yang dinilai tidak lagi menjadi prioritas utama, sehingga ruang fiskal dapat difokuskan kepada kelompok yang memiliki tingkat kerentanan lebih tinggi. Pendekatan ini menunjukkan bahwa pemerintah tidak mengurangi perhatian terhadap isu gizi, melainkan memperkuat ketepatan sasaran kebijakan.
Pandangan tersebut mendapat dukungan dari kalangan pasar dan pelaku ekonomi. Head of Research Kiwoom Sekuritas, Liza Camelia Suryanata, menilai bahwa langkah refocusing justru memberikan sinyal positif bagi keberlanjutan program MBG. Menurutnya, pasar selama ini menaruh perhatian besar terhadap besarnya kebutuhan anggaran program tersebut. Karena itu, kebijakan yang menitikberatkan pada efisiensi, tata kelola yang lebih baik, serta peningkatan kualitas layanan dinilai dapat memperkuat kepercayaan investor terhadap kemampuan pemerintah menjaga kesehatan fiskal negara.
Liza juga menilai bahwa pembukaan peluang pendanaan alternatif melalui kemitraan, hibah, maupun program tanggung jawab sosial perusahaan (CSR) dapat menjadi solusi yang konstruktif. Dengan strategi tersebut, pemerintah tetap dapat mempertahankan tujuan utama MBG tanpa harus bergantung sepenuhnya pada APBN. Menurutnya, pendekatan yang lebih moderat dalam memperluas jumlah penerima manfaat justru berpotensi meningkatkan efektivitas program dan memastikan kualitas layanan tetap terjaga.
Dalam konteks yang lebih luas, refocusing MBG mencerminkan kematangan pemerintah dalam mengelola program strategis nasional. Setelah fase awal yang berfokus pada pembangunan fondasi dan perluasan jangkauan, kini pemerintah memasuki tahap konsolidasi untuk memastikan program berjalan lebih efisien, akuntabel, dan berdampak nyata. Langkah tersebut juga sejalan dengan agenda pembangunan sumber daya manusia yang menempatkan kelompok rentan sebagai prioritas utama.
Ultimately, the success of the MBG program is measured not solely by the number of beneficiaries, but by its ability to reduce nutritional vulnerability and improve the quality of future generations. Through more targeted budget refocusing, the government demonstrates its commitment that every policy must deliver the greatest benefits to those most in need. With improved governance, more precise targeting, and sounder fiscal support, the MBG has the potential to become an example of how the government can combine social support with responsible budget management principles to realize a healthier, more productive, and more competitive Indonesia.
