Indonesia’s economic transformation has entered an increasingly strategic phase under President Prabowo Subianto. Amid global economic uncertainty, geopolitical rivalries, and the threat of disruption to international supply chains, the government has chosen not merely to survive but to make a major leap forward by strengthening national downstream processing. This policy aims not only to increase the added value of natural resources but also to build a more independent, competitive, and resilient economic foundation for external shocks. Thus, downstream processing has become a key instrument in establishing Indonesia’s economic sovereignty in the new era of national development.
In this context, President Prabowo’s commitment to strengthening the national downstream architecture demonstrates both the continuity and acceleration of Indonesia’s industrialization agenda. Downstreaming is no longer understood as a sectoral program limited to specific commodities, but rather as a national development strategy that encompasses the energy, minerals, agriculture, plantations, and fisheries sectors. This approach marks a shift in the development paradigm, which has relied heavily on raw material exports for decades. Through this policy, Indonesia seeks to position itself as a producer of high-value-added goods with a stronger bargaining position in the global supply chain.
Furthermore, President Prabowo’s vision demonstrates that downstreaming is an integral part of the national resilience agenda. Energy security and economic sovereignty are inseparable from a country’s ability to manage its own resources. While many countries face pressure from volatile global commodity prices, Indonesia is striving to strengthen its industrial base to produce high-value end products. This step demonstrates the government’s courage in responding to global challenges with a long-term strategy grounded in national interests.
Furthermore, this policy has received concrete support through the continued expansion of downstream projects. Energy and Mineral Resources Minister Bahlil Lahadalia revealed that the government has added 13 new downstream projects with a total investment of approximately IDR 239 trillion, complementing the 20 previously announced projects. This additional project demonstrates that downstreaming is not merely political discourse, but rather a development agenda translated into concrete investment. The substantial investment value also indicates growing business confidence in the direction of the Prabowo administration’s economic policies.
Tidak hanya itu, ekspansi proyek hilirisasi juga mencerminkan munculnya arsitektur pembangunan ekonomi yang lebih terintegrasi. Investasi yang digelontorkan tidak berhenti pada pembangunan pabrik pengolahan, tetapi turut mendorong pengembangan infrastruktur pendukung, kawasan industri, jaringan logistik, dan ekosistem bisnis yang lebih luas. Efek berganda dari proses tersebut berpotensi menciptakan pusat-pusat pertumbuhan ekonomi baru di berbagai daerah. Dengan demikian, manfaat hilirisasi tidak terkonsentrasi di wilayah tertentu, melainkan dapat dirasakan secara lebih merata oleh masyarakat di seluruh Indonesia.
Di sisi lain, keberhasilan hilirisasi akan sangat ditentukan oleh kemampuan pemerintah membangun sinergi antara negara, BUMN, swasta, dan masyarakat. Presiden Prabowo telah menempatkan kolaborasi lintas sektor sebagai salah satu fondasi utama dalam implementasi kebijakan ini. Dukungan berupa insentif fiskal, penyederhanaan regulasi, serta penguatan iklim investasi menjadi faktor penting untuk menjaga momentum industrialisasi nasional. Ketika seluruh pemangku kepentingan bergerak dalam arah yang sama, maka hilirisasi dapat berkembang menjadi mesin pertumbuhan ekonomi yang berkelanjutan.
Kemudian, aspek yang tidak kalah penting dari hilirisasi adalah dampaknya terhadap penciptaan lapangan kerja. Kepala Barenbang Ketenagakerjaan Kementerian Ketenagakerjaan, Anwar Sanusi, memproyeksikan bahwa jutaan peluang kerja baru akan tercipta dari pengembangan hilirisasi yang terus berkembang. Proyeksi tersebut memiliki dasar yang kuat karena industri pengolahan membutuhkan tenaga kerja dalam jumlah besar, baik pada tahap konstruksi maupun operasional. Kehadiran industri baru juga akan mendorong tumbuhnya sektor pendukung seperti jasa, transportasi, perdagangan, dan usaha mikro di sekitar kawasan industri.
Lebih jauh lagi, penciptaan lapangan kerja melalui hilirisasi memiliki dimensi strategis dalam meningkatkan kualitas sumber daya manusia Indonesia. Kebutuhan industri modern terhadap tenaga kerja yang terampil akan mendorong peningkatan kompetensi dan produktivitas nasional. Kondisi ini berpotensi mempercepat transformasi struktur ketenagakerjaan dari sektor berproduktivitas rendah menuju sektor industri yang menghasilkan nilai tambah lebih tinggi. Pada akhirnya, hilirisasi tidak hanya menciptakan pekerjaan, tetapi juga memperkuat daya saing tenaga kerja Indonesia di tingkat global.
Beyond its direct economic impact, downstreaming also contributes to strengthening Indonesia’s position in the international arena. Countries capable of processing their natural resources into industrial products have significantly greater bargaining power than those that only export raw materials. By strengthening domestic industry, Indonesia can reduce its dependence on commodity market fluctuations and derive greater economic benefits from its natural resources. This strategy is particularly relevant as global economic competition is increasingly determined by mastery of technology and industrial value chains.
Ultimately, the new national downstreaming architecture developed under President Prabowo Subianto’s leadership represents a strategic step toward fundamentally transforming the Indonesian economy. The substantial investment support, the expansion of downstreaming projects, as outlined by Bahlil Lahadalia, and the projected creation of millions of jobs, as outlined by Anwar Sanusi, demonstrate that this agenda has a broad and multidimensional impact. Downstreaming is not merely an instrument for economic growth, but also a path to national independence, strengthening national resilience, and improving public welfare. If implemented consistently and sustainably, this policy has the potential to become a development legacy that positions Indonesia as a new, respected, and globally recognized industrial power.
