Efforts to simplify regulations are now beginning to be optimized. This is done so that improvements can make the investment climate increasingly. Lately, the government has been busy with priority development programs, with a simplified system of regulation. This regulation is applied in order to improve Indonesia’s ranking in ease of doing business (EODB). Legislation and policies that are considered not in line with the ease of trying will be removed, revoked, revised, or improved.
The government, especially the Ministry of Law and Human Rights, previously set five dimensions that will be used to organize national regulations. Minister of Law and Human Rights Yasonna H. Laoly launched the five dimensions along with the Regulatory Arrangement Coordination Meeting held at the National Legal Development Agency some time ago.
Yasonna explained if the Government continues to make efforts to respond to all the changes that occur. One thing that must be done is to facilitate the business climate by arranging the regulatory system. The regulation regulation was carried out by involving academics and civil society. According to the understanding, regulation is a regulation that is made to help control a group, institution or organization, and society in order to achieve certain goals in life together, in society, and also socializing.
The purpose of making regulations or rules is to control people or society with a number of certain restrictions. Regulations are usually applied to various community institutions, both for the general public and for business purposes. The term regulation is usually widely used in various sectors, so the definition is indeed felt quite broad. But in general the word regulation is used to describe a rule that applies in social life.
This regulation cannot stand alone, if you want to know in detail, then we must look at what areas the regulation is used. Generally, regulations are applied to state legal regulations, company regulations, and others. As is known, President Jokowi has given serious attention to the issue of ease of doing business. Regarding this matter, Jokowi will impose a simplification of regulations to increase investment. He said he instructed regional heads and TNI-Polri officers and the district attorney’s office to help the central government facilitate investment entry into the archipelago.
Jokowi asked the governors, regents, and mayors and members of the DPRD not to make many regional-level regulations. He claims that the state has accumulated a lot of regulations so that it is considered difficult for local governments because they cannot move quickly in making decisions. In line with Jokowi, Minister of Home Affairs (Mendagri) Tito Karnavian also asked regional heads to be proactive in simplifying rules and licensing. He hoped that improvements in regulations could make the investment climate better.
He argues that simplification of regulations is very necessary. With good regulations, investors will be more confident so that they can increase investment, which in turn opens employment opportunities and is able to move the economy. Tito stressed that this program was Jokowi’s focus to support investment activities. Meanwhile, Principal Secretary (Sestama) BIN Zaelani said, BIN also wanted to succeed the government’s policy by increasing cooperation and synergy with the Ministry of Public Relations and state institutions. He hopes to strengthen communication between stakeholders that will create synergy in grounding the government’s priority programs.
He also stated, one of the things that needs to be considered from government policies is the simplification of regulations and permits, including cutting down the bureaucracy. This will have a positive impact in the hope of increasing investment and competitiveness in Indonesia. BIN also seeks to invite all Public Relations ministries and institutions to join in synergizing securing government policy. A Coordination Plan needs to be carried out to equalize perception in translating President Jokowi’s vision and mission.
For information, the regulatory arrangement that passes through a series of policy packages is indeed claimed to have produced results. This is evidenced by Indonesia’s increasing position in warning of the ease of doing the World Bank version. This year, Indonesia has settled in the position of 72 out of a total of 190 countries surveyed. Last year Indonesia was ranked 91st. Now the Government is targeting to enter the top 40 countries with a high level of business ease.
Therefore, support for government measures that have the potential to advance the nation must be optimized. There should be no recriminations related to policies that will be carried out. After all, everything the government does is with one goal, namely to create an advanced, just and prosperous Indonesia.
