The Central and Regional Governments continue to strive to realize the neutrality of the state apparatus during the 204 Election. One example is that the East Java Provincial Government has issued an important warning to all State Civil Apparatuses (ASN) in the region. They were emphasized to uphold their commitment to maintain neutrality amidst the political turmoil ahead of the 2024 General Election.
This is in line with the principles regulated in Law Number 5 of 2014 concerning ASN. This message was conveyed through the Regional Secretary of East Java Province, Adhy Karyono, who officially confirmed the commitment of the government and all ASNs to implement the principle of ASN neutrality.
This is a step that not only reflects compliance with the law, but is also an important step in maintaining the integrity and stability of domestic democracy.
In the context of these regulations, it is explained that ASN are prohibited from becoming members or administrators of political parties. Apart from that, every ASN is prohibited from being involved in any form of interest related to political elements, especially in utilizing government advice for personal or political interests.
This reflects the strong determination of the East Java Provincial government to ensure that partisanship in politics is avoided.
Adhy Karyono also emphasized that all existing facilities and infrastructure must remain neutral in the political constellation. This shows the government’s seriousness in preventing misuse of public resources for certain political interests.
In an effort to face the 2024 elections, the government has budgeted around IDR 1,080 trillion. The aim is to ensure that the democratic process takes place safely, honestly and fairly.

On this occasion, the text of the 2024 Election Peace Declaration was read and led by Regional Secretary Adhy, which was followed by the signing of a joint declaration. The contents of the declaration emphasize the willingness of all components of the nation in East Java Province to realize peaceful, united and democratic elections.
This declaration was welcomed by various parties, including elements of the TNI, Polri, Prosecutor’s Office, FKUB, East Java MUI, Bawaslu, KPU, political parties, youth organizations, religious leaders, and extra-campus student organizations. All parties are committed to maintaining peace in the implementation of the upcoming elections.
Apart from that, the Minister of Communication and Information, Budi Arie Setiadi, together with the Deputy Minister of Communication and Information Nezar Patria, led the reading of the pledge of neutrality for the State Civil Service within the Ministry of Communication and Information. Minister Budi Arie Setiadi emphasized four pledge statements that must be adhered to by all ASN of the Ministry of Communication and Information.
First, is maintaining and upholding the principle of neutrality in carrying out public service functions, both before, during and after elections. It is important to remember that ASN has an important role in ensuring that correct and neutral information is conveyed to the public.
Second, avoid conflicts of interest, do not carry out practices of intimidation, threats or support for certain candidate pairs. This is an important step to ensure that elections take place fairly and democratically.
The third statement emphasizes the importance of wise and productive use of the digital platform ecosystem. ASN of the Ministry of Communication and Information must be an example in using social media ethically and not spreading hate speech or fake news.
Lastly, reject money politics and all kinds of gifts in any form. This aims to maintain the integrity and independence of ASN in carrying out their duties.
Minister Budi Arie Setiadi emphasized that the purpose of reading this pledge is to realize the unity of the Unitary State of the Republic of Indonesia (NKRI). This is an important step in maintaining the integrity of the country and running democracy well.
