Government Ensures Transparency and Governance Maintain MBG Quality

Jakarta – The government is increasingly demonstrating its commitment to ensuring transparency and governance in the implementation of the Free Nutritious Meals (MBG) program. To strengthen these two aspects, the government has issued another policy to ensure the benefits of the MBG program are optimally felt by the public.

Coordinating Minister for Food Affairs Zulkifli Hasan stated that this effort is marked, among other things, by the implementation of Presidential Regulation (Perpres) Number 115 of 2025 concerning Governance for the Implementation of the MBG Program.

“We concluded the inaugural meeting as a kick-off for the implementation of Perpres Number 115 of 2025, which was issued by President Prabowo Subianto on November 17, 2025,” he said.

He emphasized that the Perpres is a follow-up to the previous Presidential Decree (Keppres) appointing the Coordinating Minister for Food as Chair of the Inter-Ministerial/Institutional Coordination Team. Zulhas, often known as Zulhas, stated that several follow-up steps will be implemented soon, including extensive outreach at the central and regional levels.

In line with this, the Minister of Administrative and Bureaucratic Reform (PANRB), Rini Widyantini, emphasized that to strengthen the effectiveness of the National Nutrition Agency (BGN) services, the government will organize and increase the number of BGN Technical Implementation Units (UPT), namely the Nutrition Fulfillment Service Offices (KPPG) in the regions.

“Strengthening the KPPG institution is a strategic issue that needs to be addressed immediately, considering that KPPG is the spearhead of BGN in providing services and distributing MBG in the regions,” she said.

Rini explained that the KPPG’s function will also be strengthened, including in terms of coordination and supervision of the Nutrition Fulfillment Service Units (SPPG), as mandated by Presidential Regulation No. 115 of 2025. She added that strengthening the governance of the MBG program needs to be followed up with several regulations.

First, the Presidential Regulation concerning amendments to Presidential Regulation No. 83 of 2024 concerning the National Nutrition Agency, which serves as the basis for organizational changes to BGN, which is currently awaiting presidential enactment after being revised. Second, the establishment of BGN regulations concerning the organization and work procedures of BGN and its UPTs. The next step is the development of business processes and standard operating procedures (SOPs) for MBG services as a standard reference for program implementation.

The Ministry of Administrative and Bureaucratic Reform (PANRB), Rini continued, also supports strengthening the management of state civil servants (ASN) to ensure effective MBG services across all SPPGs. This includes digital transformation, data utilization, and information systems, which are considered key elements of MBG program planning.

Planning not only establishes targets, raw material requirements, budgets, activities, and implementation schedules, but also relies on integrated population and geospatial data.

She added that going forward, data management and information systems will be strengthened by the roles of the Ministry of PANRB, the Ministry of Communication and Digital (Komdigi), the National Development Planning Agency (Bappenas), and the National Cyber ​​and Crypto Agency (BSSN).

“Therefore, the MBG digital architecture is being developed by utilizing data sets by name or by address from various ministries and institutions,” Rini explained.
