Humanist Approach to Overcome Security in Papua

By: Rebecca Marian)*

Security in Papua, which has been constantly disturbed by separatist and terrorist groups (KST) has been a problem for a long time. The government has finally changed its approach to a more humane one so that it is hoped that the problem will be resolved soon.

Papua is known for its beautiful Raja Ampat and Mount Jayawijaya. However, the region is also known for its separatist and terrorist groups (KST). This bad image that the government is trying to erase, is also to protect the public from KST attacks. The reason is because they are increasingly blind and destroy the peace on Earth of Cendrawasih.

However, there is a new strategy set by the government. Vice President KH Ma’ruf Amin stated that to solve problems in Papua, a welfare approach and a new approach in the security sector would be used. In the future, the approach will be more humanist and dialogical, through the use of territory.

The first approach to solving problems in Papua is the welfare approach. So far, there has been a slight economic imbalance due to the centralization policy during the New Order era. However, it was reorganized into decentralization and regional autonomy during the Reformation Order.

With regional autonomy, it is hoped that every province in Indonesia will be more advanced, including Papua. In addition to the freedom of autonomy, in Cendrawasih Earth, it is hoped that the economy will be even better with the special autonomy program (Otsus) which began in 2001 and continued with volume 2 in 2021.

The Special Autonomy Fund, which continues to increase every year (and in 2021 it will reach billions of rupiah) is hoped to be able to build Papua to be even better. The absorption of Otsus funds is also maximized so that the people of Bumi Cendrawasih feel progress, including KST. They can see that Papua is now more advanced and modern, and is even trusted to host the XX PON a few months ago.

With an economic approach, the Papuan people will be more prosperous. KST has been demanding to defect because it feels that there is injustice in the treatment of the people there and elsewhere. Even though the government has tried to be fair and even privileged Papua with Otsus, it is hoped that they will open their eyes and understand that the Earth of Cendrawasih is always special.

The vice president continued, a humanist and dialogical approach will be carried out via community leaders, religious leaders, educational leaders, youth, and women’s leaders. Separatist groups are part of the nation, therefore they must be embraced. He used this approach after receiving input from the army chief of staff (KSAD) General Dudung Abdurrachman.

With a humanist approach, it is hoped that KST will be easier to control. The proposal from General Dudung Abdurrachman was good because it was hoped that with dialogue, everything would be resolved. Problems will not end when only using bluff, but with words and a touch of heart, it is hoped that Papua will be more peaceful again.

The Indonesian people, especially Papuans, appreciate the new approach to addressing security on the Earth of Cendrawasih. According to them, the humanist approach is very good because KST members are also human, so they must be humanized. It is hoped that with a humanist approach, they will be touched by their hearts and then gladly surrender themselves.

A humanistic approach is taken to overcome so that there is no prolonged conflict. Because, if there is a conflict, then the Papuan civilians will lose. The reason is because they are afraid to move outside the house for fear of being hit by stray bullets from KST shots.

The approach in Papua was changed to an economic and humanist approach. The people of Bumi Cendrawasih are happy because they feel cared for by the government. They also support these approaches so that KST quickly realizes its mistakes.
