KUR Encourages Support for Gentengization, Involving Local MSMEs

Jakarta – The government continues to strengthen the public housing development ecosystem through the roofing program, which focuses not only on improving housing quality but also on encouraging the growth of the building materials industry, driven by micro, small, and medium enterprises (MSMEs). This program, financing support through the People’s Business Credit (KUR) program, is expected to be a crucial tool for strengthening the production capacity of local roofing tile businesses.

The roofing program, which has begun in West Java, is the government’s first step in improving the quality of public housing, particularly subsidized housing and housing receiving Self-Help Housing Stimulus Assistance (BSPS). Through this program, the government seeks to ensure the use of higher-quality roofing materials while empowering local roofing industry centers as part of the national housing supply chain.

Minister of Housing and Settlements (PKP), Maruarar Sirait, emphasized that the gentengization program is not simply an aid program, but rather a development strategy that promotes housing quality and economic growth. He stated that the involvement of MSMEs is a key factor in the program’s success.

“This program isn’t charity. It’s a quality and sustainability program. MSMEs must upgrade, the industry must be strong, and people’s homes must be cool. We want the multiplier effect to be felt. People will be happy, and industry will grow,” said Maruarar Sirait.

As an initial step, the government set the price of roof tiles at around Rp4,300 per unit, up to the project location, in West Java. This agreement is part of an effort to maintain price stability and provide market certainty for local roof tile producers. In fact, one developer has already committed to an initial transaction of approximately Rp12.6 billion as part of the initial implementation of the program.

In addition to ensuring market demand, the government is also promoting financing support for MSMEs through the People’s Business Credit (KUR) scheme. This support is expected to help roof tile businesses increase production capacity, improve product quality, and expand distribution reach to meet the growing demand for housing materials.

The Ministry of PKP believes that with the certainty of demand from the public housing sector, MSMEs have a significant opportunity to develop into a vital part of the national housing industry ecosystem. The KUR financing scheme also allows businesses to obtain more affordable working capital, thereby increasing productivity.

On the other hand, local governments also play an active role in ensuring the quality of products produced by MSMEs. One way is by facilitating the Indonesian National Standard (SNI) certification process for roof tile manufacturers. This certification is crucial to ensure that the materials used in building public housing meet high durability and safety standards.

Maruarar Sirait emphasized that quality remains a top priority in the roofing program. He emphasized that the tiles used must have a minimum durability of 15 years and be able to withstand heat and rain, thus improving the comfort of homeowners.

Going forward, if the implementation in West Java is successful, the roofing program is planned to be expanded to other regions in Indonesia. The government hopes this program will have a dual impact: improving the quality of people’s homes while strengthening the local building materials industry.

With synergy between the central government, regional governments, banks, developers, and MSMEs, the gentengization program is believed to be a housing development model that is not only oriented towards providing housing, but also towards strengthening the people’s economy.
