JAKARTA – The Indonesian government continues to demonstrate a strong commitment to delivering agrarian justice for all Indonesians through the national strategic program, the Complete Systematic Land Registration (PTSL). This program not only signifies administrative order but also serves as a key pillar in promoting economic equity, legal certainty, and community empowerment.
Deputy Minister of Agrarian Affairs and Spatial Planning / Deputy Head of the National Land Agency (BPN), Ossy Dermawan, emphasized that PTSL is not merely an administrative process. Land is a fundamental right, directly affecting social life, economic development, and regional investment.
“PTSL is not just about measuring and certifying land—it’s about providing certainty, security, and justice for citizens. It can be used as business capital, bank collateral, or as the foundation for building a better life,” said Ossy.
According to Ossy, strong synergy between the central and regional BPN offices, support from local governments, and active community participation are essential to minimizing conflicts.
“This achievement is crucial in reducing agrarian conflicts, strengthening regional competitiveness, and opening up access to financing for residents,” he explained.
Meanwhile, the Regent of Donggala, Vera Elena Laruni, also expressed her appreciation for the program. She stated that land legalization is a strategic step to accelerate regional development.
“These certificates are not just pieces of paper; they are valuable assets that can support educational, health, and agricultural facilities. But I remind all recipients—don’t forget to pay your taxes,” Vera said.
Chair of the 2025 PTSL Adjudication Team, Mochamad Febryawan Jauhari, emphasized that the distribution of certificates is a tangible form of legal protection provided by the state to its people.
“This legal recognition is important not only for legal security but also to stimulate local economic activities,” said Febryawan.
Currently, the PTSL program has reached even remote areas. In Long Sam Village, Bulungan Regency, North Kalimantan, 226 land certificates were distributed to residents by the Bulungan Land Office.
Through collaboration between the central government, regional authorities, technology players, and local communities, PTSL has transformed into a strategic program that not only provides legal certainty over land but also lays the foundation for economic equity and sustainable development across all corners of the country.
The government also remains committed to addressing complex issues such as legalizing post-disaster lands, customary lands, and former transmigration areas. The approach being taken is not only technical but also fair and contextual, through close collaboration with community leaders and local stakeholders.
