Jakarta – The government continues to strengthen its subsidized housing financing scheme as a strategic step to support the acceleration of the 3 Million Homes Program. This effort aims to ensure low-income communities (MBR) have access to decent, affordable, and sustainable housing, while simultaneously encouraging growth in the national property sector.
BRI President Director Hery Gunardi stated that as a people’s bank in Indonesia, BRI consistently carries out its business mandate to support the lower income segments of society. Supporting subsidized housing financing is also part of BRI’s strategic role in supporting the national development agenda.
Throughout 2025, BRI disbursed Rp16.16 trillion in subsidized mortgage loans to more than 118,000 borrowers across Indonesia. Of this total, approximately 97% was disbursed through the Housing Financing Liquidity Facility (FLPP) scheme, which directly supports the government’s 3 Million Houses Program to expand access to affordable housing financing for low-income households (MBR).
“One of the national priority programs we support is the 3 Million Homes Program launched by President Prabowo Subianto. With its extensive network and extensive experience serving the micro and small segments, BRI is optimistic that it can play an active role in expanding access to home ownership for the public,” said Hery.
Hery said this commitment is supported by the strength of the BRI network, which currently has more than 7,500 work units spread throughout Indonesia.
On the same occasion, the Minister of Housing and Settlement Areas (PKP) Maruarar Sirait also expressed his appreciation for BRI’s contribution in distributing national subsidized housing.
“BRI’s contribution to subsidized housing increased by around 100%. In 2024, BRI financed 16,000 units. In 2025, that number increased to 32,000 units. This is the largest percentage increase,” said Maruarar.
In line with that, Ara also explained the history of the Housing Financing Liquidity Facility (FLPP), which has made history in subsidized housing policies in Indonesia.
In 2023, FLPP subsidized housing reached 229,000 units, the largest number since 2010. This figure has increased significantly again during the current administration.
“Just one year into President Prabowo’s administration, by 2025, there’s been a remarkable increase of 279,000 (housing units). So, there’s been an increase of around 50,000 in just one year,” explained Maruarar.
The government is committed to continuously evaluating and refining its subsidized housing financing policy. Synergy between the central and regional governments, banks, and developers is expected to ensure the optimal implementation of the 3 Million Homes Program. With stronger financing, this program is expected to improve public welfare while simultaneously driving inclusive national economic growth.
