Synergy Between Central and Regional Governments Expands Public Access to Subsidized Housing

Jakarta – The synergy between the central and regional governments continues to yield tangible results in expanding public access to decent housing. One notable example can be seen in Cirebon City, where a total of 3,239 subsidized housing units have been successfully built by 2025 as part of the national housing program for low-income communities (MBR).

The Cirebon City Government has provided various incentives, including exemptions from Building Approval (PBG) and Land and Building Rights Acquisition Fees (BPHTB) for low-income housing projects. One flagship project, Yandra 4 Housing Phase 2, has constructed 538 housing units, each receiving BPHTB relief valued at Rp55.9 million per unit. The local government has also partnered with national banks such as BTN, BRI, and BJB to expand access to Mortgage Liquidity Facility (FLPP) and Microcredit for Housing (KUR Perumahan) programs.

Cirebon Mayor Effendi Edo emphasized that collaboration with the central government is key to achieving inclusive and equitable development. During a working visit by Minister of Public Works and Public Housing (PUPR) Maruar Sirait to Cirebon, Effendi expressed his appreciation for the central government’s attention to the housing sector in his region.

“God willing, every time the Minister visits Cirebon, we are delighted. His presence brings spirit and practical solutions for housing development in our city,” Effendi said.

He further explained that the biggest challenge in Cirebon’s housing development lies in limited land availability. With a total area of only 39.398 km², innovation and cross-sector collaboration are essential to ensure that residents still have access to decent and affordable housing.

“Our challenge is to provide proper housing for residents despite limited land. This is a major task that requires extraordinary synergy,” he added.

Minister of Housing and Settlement Areas Maruar Sirait expressed appreciation for the performance of the Cirebon City Government and all stakeholders who have actively supported the national subsidized housing program.

“This is the greatest achievement in history. We want West Java, including Cirebon, to be among the main beneficiaries,” he affirmed.

Furthermore, Maruar announced that the central government has increased the national subsidized housing quota from 220,000 to 350,000 units, accompanied by a reduction in interest rates from 5% to 4%.

“Housing development for low-income communities not only meets basic needs but also significantly boosts economic growth. Through collaboration with SMF and PNM, housing financing has now become more affordable and equitable,” Maruar explained.

Meanwhile, West Java Provincial Secretary Herman Suryatman highlighted the strategic role of the housing sector in stimulating the regional economy.

“The housing sector creates a major multiplier effect. Developers, contractors, and even MSMEs in the construction material industry all benefit,” he noted.

The strong synergy between the central government, regional administrations, and the private sector is expected to continue expanding access to homeownership for Indonesian citizens, while also serving as a solid foundation for inclusive and sustainable economic development across the nation.
