The development of human resources (HR) in Papua continues to be accelerated to the most remote areas. Equitable development must be carried out and there needs to be an increase in the quality of human resources in remote areas of Papua. By developing human resources, the people are optimistic that Papua will become more advanced.
Papua is a region with great potential because it is blessed with natural wealth and mining products. Therefore, to advance the Earth of Cendrawasih, its natural resources need to be processed again. Apart from natural resources, the quality of human resources also needs to be improved, because it is residents who process natural products and market them.
Indigenous Papuans (OAP) have their quality and intelligence improved through training and teaching. In this way, they learn new skills, so that one day they can open their own business. This teaching program is also carried out in remote areas of Papua so that the people there are smarter.
The Republic of Indonesia Police (Polri) program in the world of Si Ipar education (Polisi Pi Ajar) received a warm welcome from the public. The program initiated by Ops Rasaka Cartenz 2023, is an effort to assist local governments in increasing the Human Development Index (HDI), especially in the education sector.
It is felt that the Si Ipar program has brought great benefits to human resource development in remote areas of Papua, especially, Mountain Papua, specifically in the Yalimo Community Dormitory, Wamena City District, Jayawijaya Regency.
Head of the Binmas Task Force Ops Rasaka Cartenz 2023 Papua Police Jayawijaya Regency, Benyamin Tandipayung stated that Si Ipar’s activities involved several trained personnel as teachers. The presence of the Task Force members was welcomed by the local community. The target children are very enthusiastic about participating in learning activities.
The Si Ipar program is prioritized for children who have dropped out of school or are not attending school. Hopefully this activity can have a positive impact on the educational development and welfare of children in this area.
When there is teaching in remote areas of Papua, it is hoped that it will improve the quality of human resources in Bumi Cendrawasih. Equitable distribution of this program is very important because it will raise the intelligence level of children throughout Papua. Don’t just students in Jayapura or other cities who can study. However, students in villages also have the right to receive programs to improve the quality of their human resources.
Indeed, there is a 9 year compulsory education program that the government has launched since the New Order era. To implement this program, the National Police is helping students in remote areas of Papua to get a decent education. The National Police is ready to help teachers to relieve them, so that more Papuan children will be intelligent.

Currently, HR has become a keyword in facing various challenges in the dynamic world megatrend. The roadmap for developing superior human resources to support Papua’s economic transformation will be carried out in formal and vocational education, collaboration and cooperation, educational and training facilities.
The first step to improving human resources is education. The reason is because with education, Papuan sons have intelligence. They can pursue higher education with an Otsus (special autonomy) scholarship.
Human resource development is carried out throughout Papua and even remote areas. Equal distribution of education must be done because it is a right for Papuans, and they are Indonesian citizens who are required to study for a minimum of 9 years. With education, their human resources will be much better and advance Papua.
