The Prohibition of Year-End Leave is Right

The government imposed a ban on late 2021 leave for ASN, TNI/Polri, BUMN employees, and the private sector to prevent a surge in mobility. This policy is considered appropriate to suppress the potential third wave of Covid-19.

Although the number of Covid-19 patients has decreased, health protocols must still be heeded. There is one thing that needs attention, namely during the long holiday, the number of Covid-19 tends to rise a month later. So eliminating joint leave is the right step.

The General Chairperson of the National Executive Board of the Indonesian Civil Service Corps (DPN Korpri), Zudan A Fakhrulloh, appealed to all State Civil Apparatuses (ASN) to comply with government regulations that eliminate joint leave and leave at the end of 2021. These rules were made to prevent a spike in Covid cases. -19.

He also asked all ASN in various regions not to travel outside the city. Whether traveling for home or tourism. The government also imposed a ban on year-end leave for ASN, army, police, employees of State-Owned Enterprises and private employees. The ban is aimed at anticipating the spread of Covid-19 in various regions.

Spokesman for the Covid-19 Task Force, Wiku Adisasmito, said the ban was imposed to minimize the movement of people. In a press opportunity, Wiku said, the Covid-19 Task Force noted that every time there was an increase in mobility in the community, it turned out to have a correlation with an increase in Covid-19 cases. With a reduction in community mobility of around 20-30 percent of normal intensity, the effective reproduction rate means that there is a greater chance of the number of positive cases of Covid-19.

Wiku said based on past experience, long holiday periods always lead to an increase in cases. This happens due to the tendency of people to fill their holiday moments by traveling outside the home and visiting relatives or relatives which often reduces one’s discipline in enforcing the surge in Covid-19 cases.

On a different occasion, the Coordinating Minister for Human Development and Culture (Menko PMK) Muhadjir Effendy had said that the regulation. He also said that not only mobility restrictions apply throughout Indonesia, because there are rules prohibiting workers from taking leave and traveling outside the city.

To ensure that this rule will be obeyed by all levels of society, the KemenPAN-RB will also intervene to supervise. In fact, there are sanctions for people who dare to violate the rules.

Assistant Deputy for Policy Implementation Coordination and Evaluation of Bureaucratic Reform, Apparatus Accountability and Supervision II of the PAN-RB Ministry, Mohammad Averrounce said that his party will issue the latest SE next week which regulates in detail the ban on leave or traveling out of town for ASN.

Averrounce also said that sanctions will be given to ASN who violate the rules prohibiting joint leave or traveling out of town during the Christmas and New Year 2022 holidays. Discipline will be enforced by the Personnel Guidance Officer (PPK) in their respective agencies.

Previously, the former head of the Covid-19 Handling Task Force (Satgas) Ganip Warsito reminded the public to continue to comply with health protocols (prokes) even though they have received vaccinations. Process discipline is a fixed price.

Ganip emphasized the importance of wearing masks, keeping a distance and washing hands with soap regularly. Limiting mobility and avoiding crowds is also necessary. He also appealed to the vaccination center to regulate the registration flow for the community. This is to prevent crowds that have the potential to cause transmission of Covid-19.

Previously, in 2020 there were 3 long holiday periods that were the material for the government’s evaluation. Namely, the long holiday of Eid al-Fitr, the long holiday of the Republic of Indonesia’s Independence Day and the long holiday from October 28 to November 1, 2020.

The long holiday of Eid al-Fitr seems to have an impact on increasing positive cases by 69% to 93 percent on June 28, 2020. Then, the long holiday for the Indonesian Independence Day period, has an impact on an increase in positive cases by 58 percent to 118 percent in weeks 1 to 3. September 2020, and the long holidays at the end of October and early November, resulted in an increase in positive cases by 17 percent to 22 percent on November 8 to 22, 2020. Of course we don’t want this case to be undermined by increased mobility during holidays.

Of course it takes discipline and patience to be able to end the pandemic. Eliminating leave is one of the efforts to reduce the potential for crowds in tourist attractions and the right steps to be taken for the common good.
