DPR Discusses RUU KUHAP Transparently and Participatively

Jakarta – The House of Representatives (DPR) has affirmed its commitment to discussing the Draft Law on the Criminal Procedure Code (RUU KUHAP) openly, transparently, and involving active public participation. This is part of an effort to maintain the integrity of the legislative process and ensure that the resulting legal product truly meets the aspirations and needs of the Indonesian people.

Deputy Speaker of the DPR RI, Adies Kadir, stated that his party would not rush in discussing the RUU KUHAP. According to him, the current discussion agenda is still focused on gathering input from various parties, including civil society and academics.

“I see that the agenda is still listening to everyone’s input. Yesterday there was also a hearing outside the session period. That also listened to opinions from the entire community,” said Adies.

He added that the RUU KUHAP is part of the foundation of the national legal system because it concerns criminal procedure law, so the discussion process must be careful and in-depth.

“This discussion must be carried out in accordance with the principles of Indonesian law, in line with the Criminal Code that has been ratified. We must also consider the diversity of cultures and values ​​from Sabang to Merauke,” he said.

Adies asked the public not to have negative thoughts about this legislative process. He emphasized that the DPR works in the interests of the people, and the entire process is aimed at strengthening legal protection for the community.

“We were elected by the people, of course we want this law to protect the people who really need legal protection from law enforcement officers,” he added.

In line with this, Deputy Chairman of Commission III of the Indonesian House of Representatives, Ahmad Sahroni, emphasized that openness is the main principle in the discussion of the Criminal Procedure Code Bill. He ensured that every result of the discussion would be published and could be accessed by the public.

“Openly, of course. The data on the Criminal Procedure Code Bill will definitely be circulating, it can’t be hidden either,” he explained.

Meanwhile, a Legal Expert from Trisakti University, Albert Aries, encouraged the DPR and the government to really involve the public in the process of discussing this bill. According to him, the discussion of the Criminal Procedure Code is different from other bills because it concerns the basic rights of citizens in the legal process.

“I think this Criminal Procedure Code is different from other bills, hopefully there will be meaningful participation,” he said.

The Criminal Procedure Code Bill which is currently being discussed is an important part of national criminal law reform after the ratification of the new Criminal Code. Therefore, openness, transparency, and public participation must be the main spirit in this legislative process.

As part of a democratic society, the public is expected not only to be spectators, but also to actively monitor and support the process of discussing the Criminal Procedure Code Bill. Public involvement will ensure that the final result of this law truly reflects justice, upholds human rights, and strengthens legal protection for all citizens.
