Government Ensures Papua’s Security for Collective Progress Through Various Strategies

By: Marthinus Kaiway T.
The Indonesian government continues to demonstrate its seriousness in addressing security threats posed by the Free Papua Movement (OPM). Various strategies have been evaluated to ensure stability and the safety of the people in Papua. One of the latest steps taken is the evaluation of military tactics used by the Indonesian National Army (TNI) and the adaptation of warfare doctrines to be more responsive to contemporary threats.
TNI Commander General Agus Subiyanto stated that several military tactics have been reviewed at the Special Forces Training Center (Pusdiklatpassus) to enhance the effectiveness of military operations in Papua. This evaluation has impacted OPM’s tactics, forcing them to think twice before attacking security forces. The evaluation also aims to strengthen the national defense strategy and improve the military’s ability to face separatist threats.
In addition, the Commander emphasized that the change in the TNI’s warfare doctrine is necessary, as the current doctrine is no longer relevant to the dynamics of contemporary threats. The TNI training centers, including those of the Army, Navy, and Air Force, are reviewing new doctrines that are more flexible and responsive to on-the-ground challenges. This change is expected to increase the effectiveness of military operations while also providing better protection for civilians in Papua.
On the other hand, the government’s efforts to maintain security in Papua also receive full support from the National Police (Polri). Kombes Pol Yusuf Sutejo, spokesperson for the Damai Cartenz Operation, mentioned that security forces continue to pursue those responsible for security disturbances in Papua. In recent weeks, a joint TNI-Polri operation has successfully thwarted several actions that could have disrupted order in the region. Yusuf also urged the public to remain calm and not to be easily provoked by narratives spread by separatist groups.
In order to maintain stability in Papua, the government has also prioritized a broader approach through social and economic policies. This approach aims to create more favorable conditions for the Papuan people while also addressing the root issues often exploited by separatist groups. By balancing law enforcement with social and economic development, the government hopes to reduce the potential for long-standing conflict in the region.
Meanwhile, Brigadier General Pol Faizal Ramadhani, Head of the Damai Cartenz Operation, stated that the claim by the West Papua National Liberation Army (TPNPB-OPM) regarding the alleged theft of firearms in Puncak Jaya is baseless. According to him, this claim is part of a propaganda effort designed to create unrest in society and escalate the security situation. He emphasized that the government not only focuses on security by taking firm action against armed groups but is also committed to improving the welfare of the Papuan people through various sustainable development programs. With this more holistic strategy, the government hopes that Papua will become more stable, and the people will have better access to public services.
As part of its long-term strategy, the government continues to strengthen the synergy between the TNI, Polri, and relevant agencies to ensure that the approach to dealing with OPM is not only reactive but also proactive. The government aims to anticipate potential conflict escalations by adjusting operational tactics and strategies.
Furthermore, evaluating the TNI’s warfare doctrine is a significant step in addressing OPM’s threats. Just as the Australian military updates its warfare doctrine every three to five years, TNI also seeks to do the same in order to adapt to changing threats. This will better equip security forces to face evolving challenges in Papua.
The Papuan people are the ones most affected by OPM’s actions. The presence of this armed group not only threatens security but also hampers development in the region. Many infrastructure projects and social welfare programs have been delayed due to the security disturbances caused by separatist groups. Therefore, the government continues to strive to create safer and more conducive conditions so that development in Papua can progress smoothly.
The approach the government uses to address the issues in Papua is not only focused on the military aspect but also on improving the welfare of the people. Through various economic and social development programs, the government is working to address the root causes that separatist groups often exploit to mobilize support. With this more comprehensive strategy, the government hopes that the Papuan people will enjoy a safer and more prosperous life.
The government’s commitment to dealing with OPM is increasingly evident with the ongoing evaluation of the strategies in place. With the change in warfare doctrine, enhanced military operational effectiveness, and a more comprehensive approach to maintaining stability and welfare in Papua, the government is showing its seriousness in addressing the security threats. The strategic steps being taken are expected to bring positive changes to Papua and its people in the future.
