Government Committed to Accelerating CASN Appointment for Administrative Stability

The Indonesian government has shown its commitment to accelerating the appointment of State Civil Apparatus Candidates (CASN) for the 2024 fiscal year. This policy was implemented to maintain administrative stability and improve the effectiveness of public services. The decision was announced by the Minister of State Secretary (Mensesneg), Prasetyo Hadi, in a press conference with the Minister of State Apparatus Empowerment and Bureaucratic Reform (Menpan-RB), Rini Widyantini, in Jakarta.
In his announcement, Prasetyo said that the appointment of CPNS will be completed no later than June 2025, while all PPPK are targeted to be completed in October 2025. This acceleration step was taken after previously the appointment of CPNS was planned for October 2025 and PPPK in March 2026. The change in policy shows the government’s efforts to immediately meet the needs of state administration and provide certainty to prospective ASN who have completed the selection.
The government realizes that the acceleration of this appointment is not only about increasing the number of employees, but also ensuring that public services can run more optimally. Prasetyo emphasized that this acceleration process still takes into account the readiness of ministries, institutions, and regional governments in meeting existing requirements. The central government has asked agencies at various levels to immediately conduct thorough analysis and simulations to ensure readiness in the appointment process.
On the other hand, the government continues to emphasize the importance of maintaining meritocratic values ​​in the selection and appointment of ASN. This emphasis is not without reason, considering that the appointment of CASN is a strategic step that has long been planned and is part of a comprehensive arrangement of non-ASN personnel. Rini Widyantini stated that this acceleration still adheres to the principles of prudence to ensure that all ASN who are appointed meet the qualifications and can provide professional services to the community.
The policy of accelerating the appointment of CASN is also inseparable from the government’s efforts to complete the arrangement of non-ASN personnel that has been carried out since 2005. Various affirmative policies have been implemented to provide opportunities for non-ASN personnel to be officially appointed as ASN. However, Rini said that 2025 would be the last affirmative policy. In the future, ASN recruitment will only be carried out through normal recruitment channels in accordance with laws and regulations.
The decision to accelerate the appointment of CASN is considered important, considering the concerns among prospective ASN and honorary workers regarding the postponement of the appointment that was previously announced. Many of them have been waiting for certainty of appointment for months and some have even had to leave their previous jobs in order to take part in the CASN selection. Through this acceleration, the government hopes to provide certainty and answer their aspirations.
In addition, the acceleration of CASN appointment is also expected to have a positive impact on improving the quality of public services. Competent and professional ASN are expected to strengthen the capacity of the bureaucracy in providing services to the community. Therefore, Prasetyo appealed to all ministries, institutions, and regional governments to immediately prepare a mature plan in following up on this policy. Good coordination between the central and regional governments is the main key to ensuring that CASN appointments run according to target and provide optimal results.
On the other hand, the government also anticipates challenges in the process of accelerating this appointment. Intensive coordination between the Ministry of PAN-RB, the State Civil Service Agency (BKN), and related agencies continues to be carried out to ensure that the acceleration mechanism runs smoothly without ignoring the rights of prospective ASN. The government ensures that each stage of appointment remains guided by existing regulations, in order to maintain the quality and professionalism of the ASN who are appointed.
