Government Facilitates Housing Access Through FLPP 2025 Mortgage

The FLPP 2025 Mortgage Subsidy Program is an important opportunity that should not be missed by state civil servants (ASN) who want to own a decent house with a light and affordable financing scheme. The government continues to open up greater access space so that ASN, who are included in the low-income community (MBR) category, can immediately realize private home ownership through this subsidy mechanism. The government’s seriousness can be seen from the large allocation, flexible income regulations, to various forms of cross-sector and agency support that are actively consolidated.

Sri Haryati as the Director General of Housing and Urban Settlements at the Ministry of Housing and Settlement Areas (PKP), said that the government is encouraging ASN and their families who are classified as MBR to take advantage of this program. According to her, the FLPP Mortgage program is part of a mutual cooperation strategy to build people’s homes, in which all parties are involved, from the central and regional governments, to the private sector and the general public.

Sri Haryati emphasized that this program is a real implementation of the target of building three million houses which is a national priority. In 2025, this program will reach a historic momentum with a quota of 350 thousand subsidized housing units. This is the highest figure in the history of the implementation of FLPP mortgages, which can be realized thanks to the support of the President, the Ministry of Finance, Bank Indonesia, and active collaboration from various government and non-government partners.

The government has also issued Minister of PKP Regulation No. 5 of 2025 which sets the upper income limit for the MBR group. For unmarried individuals, the limit is IDR 12 million per month, while for those who are married it is IDR 14 million. However, Sri Haryati emphasized that what is meant by MBR is those who are below this limit, for example earning IDR 6 million to IDR 8 million, who really need housing subsidy assistance.

It doesn’t stop there, the government also offers down payment subsidies as a form of additional convenience for MBRs so that the home buying process is more affordable. According to Sri Haryati, this must be immediately disseminated widely because the convenience offered in the FLPP KPR program is truly extraordinary and it would be a shame if it were not utilized by the community.

Concrete steps in expanding access to the program were also realized through the signing of a memorandum of understanding between the Ministry of PKP and various parties in West Java. Minister of PKP Maruarar Sirait directly signed the MoU with the Governor of West Java, regional heads from 11 districts/cities, and representatives from the Central Statistics Agency (BPS) and BP Tapera. This memorandum of understanding confirms the synergy in providing and updating statistical data and implementing housing construction for MBR and ASN in the West Java region.

Maruarar Sirait said that as many as 13,000 subsidized housing units were allocated for ASN through the FLPP KPR scheme in 11 districts/cities in West Java, which is part of the total quota of 23,000 units for the region. As many as 13,000 units were allocated through BP Tapera, while the remaining 10,000 units were distributed through Bank BJB.

Maruarar Sirait emphasized that now is the best time for the people of West Java, especially ASN, to immediately take steps to own their own homes through the FLPP KPR program. He also voiced the importance of mutual cooperation and support from all parties so that the program, which is a priority of President Prabowo Subianto, can run optimally and reach more people.

From the regional government side, the Regional Secretary of West Java Province, Herman, voiced a proposal to expand the variety of subsidized houses in his area. According to him, subsidized houses are currently sold at a price of around IDR 166 million for a minimum house size of 21 square meters and a minimum land area of ​​60 square meters. However, because there are aspirations from ASN who want to have a house with a larger size, his party proposed that the FLPP KPR program also provide alternative houses priced at IDR 200 million to IDR 300 million.

The proposal is considered relevant, considering that not all MBR are in the same economic condition. Herman hopes that the Minister of PKP can consider this price variation in order to provide flexibility and choices that are more in line with the needs of the community. Moreover, the construction of 20 thousand houses has begun in various regions such as Subang, Sumedang, Majalengka, Indramayu, Bandung City, Purwakarta, Bogor, Depok, and Cianjur.

With all the efforts, support, and flexibility that are now offered, the 2025 FLPP KPR program has truly opened up a very large space for the community, especially ASN who have had difficulty buying a house. Now it is just a matter of how prospective beneficiaries can immediately take this opportunity swiftly and withoutgap, before the limited quota is completely absorbed. The call is getting stronger, that home ownership is no longer just a dream, but something that is very possible to be realized through mutual cooperation programs and state subsidies such as KPR FLPP.
