Government Restructures ASN, Calls for Protests Against CASN Postponement Deemed Irrelevant

JAKARTA — The government continues its efforts to optimize the management of the State Civil Apparatus (ASN) by adjusting policies in response to workforce demands. One of the steps taken is accelerating the appointment of 2024 Prospective Civil Servants (CASN), which does not have to be conducted simultaneously.
Deputy Chairman of Commission II of the House of Representatives (DPR), Dede Yusuf, emphasized that regions ready for recruitment do not need to wait until the maximum deadline to appoint new employees. He mentioned that in a meeting with the Ministry of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan-RB), the DPR rejected the proposal for simultaneous appointments in October 2026 and instead recommended acceleration.
“We recommend that the appointment of CPNS (Civil Servant Candidates) be carried out no later than October 2025, while PPPK (Government Employees with Work Agreements) should be finalized by March 2026,” he stated.
According to him, this policy reflects the DPR’s commitment to overseeing a more flexible ASN recruitment process that aligns with regional needs. “We want to ensure that every policy truly reflects the interests of the wider community,” he added.
Aba Subagja, Deputy for Human Resources (SDM) at Kemenpan-RB, explained that the restructuring of non-ASN personnel includes the Pegawai Pemerintah dengan Perjanjian Kerja (PPPK) scheme. The second phase of this program has been opened to provide opportunities for non-ASN personnel who did not qualify in the first phase.
“This second phase is meant to accommodate our colleagues who were not included in the first phase. We are even allowing up to two extensions,” he explained.
Mohammad Averrouce, Head of Data, Communication, and Public Information Bureau at Kemenpan-RB, emphasized that the adjustment of the CASN appointment schedule was a joint agreement between the government and the DPR.
“We appreciate the suggestions and input provided, which will serve as considerations in policy formulation and evaluation,” he stated.
Minister of State Apparatus Empowerment and Bureaucratic Reform, Rini Widyantini, stressed that this policy is part of the transformation of ASN management, as outlined in Law No. 20 of 2023 on ASN.
“The transformation of ASN recruitment and job structures is designed to support an agile and collaborative organization,” she said.
The government ensures that this decision takes financial considerations into account, prevents mass layoffs, and maintains the welfare of non-ASN personnel. Therefore, demonstrations opposing this policy are deemed irrelevant and inconsistent with efforts to create a better and more sustainable ASN system.
