Government’s Commitment to Ensuring Security and Peace in Papua

The government’s efforts to maintain public order and security (kamtibmas) in Papua are an integral part of the national mission to protect all citizens and every inch of Indonesian territory. Papua is not merely a geographical region at the easternmost part of Indonesia; it is an inseparable part of the nation’s identity and sovereignty. Therefore, any threats to territorial integrity, whether physical or ideological, must be addressed with firm, measured, and just policies.

One of the persistent threats over the past decades has been the separatist movement promoted by certain groups such as the Free Papua Movement (OPM). The narrative of secession they promote, as emphasized by Brigadier General TNI Frega Wenas Inkiriwang, Head of the Defense Information Bureau at the Ministry of Defense, is unacceptable and contradicts the spirit of nationalism. According to him, such efforts are not only constitutionally flawed but also have the potential to incite tension and social conflict within communities.

It is important to note that separatist narratives do not reflect the will of the majority of Papuans. On the contrary, such movements are often driven by narrow interests of certain groups seeking to exploit social disparities and identity issues for their own gain. In reality, the people of Papua continue to contribute to national development and benefit from the presence of the state. The inclusion of indigenous Papuans in the national cabinet serves as clear evidence that the state is present and offers ample opportunities for Papuans to participate in governance.

On the other hand, the government also realizes that security cannot be achieved through military means alone. Therefore, a multidimensional strategy is applied, involving economic development, community empowerment, and dialogue-based approaches that emphasize reconciliation and justice. Programs such as food self-sufficiency in Papua, conducted through cooperation between the Ministry of Defense and the Ministry of Agriculture, are tangible examples of development as a means to create stability.

Community involvement is also a key factor in creating a peaceful environment. Judson Ferdinandus Waprak, Chairman of the Papuan People’s Council (MRP) of West Papua, stated that the current situation in West Papua is relatively safe and conducive. The people have shown maturity by not easily falling for narratives that deviate from national values. This indicates that the collaborative approach between the government and the community has yielded positive results in maintaining stability.

Firm actions have also been taken by local governments in response to movements that attempt to challenge national sovereignty, such as the unilateral claim made by a group calling itself the Federal Republic of West Papua (NFRPB). In a closed meeting led by the Governor of Southwest Papua, Elisa Kambu, along with the Regional Leadership Coordination Forum (Forkopimda), it was decided that all unconstitutional activities would be dealt with accordingly. The provincial government clearly stated that there is no place for separatist movements in Southwest Papua, and any actions that deviate from the constitution will be legally processed.

Law enforcement against acts of treason was also emphasized by the Deputy Chief of Police of Southwest Papua, Police Commissioner Semmy Ronny Tabhaa. He stated that the police would not tolerate any legal violations, whether through direct actions or the dissemination of provocative content on social media. Every violation will be met with firm and proportionate legal measures to maintain public order and national unity.

Equally important, the Indonesian Armed Forces (TNI), as the guardian of national sovereignty, have also expressed their commitment to supporting law enforcement efforts against separatist groups. Brigadier General TNI Totok Sutriono, Commander of Military Resort 181/PVT, affirmed that if any indications of armed threats or real danger to sovereignty arise, the military is ready to act according to its constitutional mandate. He stressed that the integrity of the Republic of Indonesia is non-negotiable, and all elements of the nation must stand united in protecting it.

A more humane and sustainable approach has also been highlighted by the Ministry of Law and Human Rights through the Director General of Human Rights Instruments and Strengthening, Nickolay Aprilindo. He stated that security in Papua cannot rely solely on repressive forces. What is needed are reconciliation steps that involve all parties in the spirit of peace and togetherness. According to him, lasting security can only be achieved through social justice and respect for human rights.

A collective awareness among the Papuan people is also beginning to take shape. Agustinus R. Kambuaya, a member of the Indonesian Regional Representative Council (DPD RI) from Southwest Papua, stressed the importance of social solidarity and a firm stance in rejecting all forms of violence and provocation. He asserted that Papua’s future would be bright if all elements of society stood together to preserve peace and refused to be swayed by divisive agendas.

Through a synergy of security efforts, sustainable development, and social reconciliation, the government has shown a strong commitment to making Papua a secure, peaceful, and prosperous region. Within the framework of the Unitary State of the Republic of Indonesia (NKRI), Papua is not only protected territorially, but also empowered and developed as part of Indonesia’s vision for justice and prosperity. Therefore, safeguarding Papua is not just about defending national borders, but also about protecting the hearts and hopes of all citizens who live on this shared land.
