House of Representatives Commission III Ensures Discussion of National Police Bill with Full Public Participation

JAKARTA – Commission III of the Indonesian House of Representatives (DPR RI) emphasized that the discussion of the revision of Law Number 2 of 2002 concerning the Indonesian National Police (UU Polri) will be conducted openly and involve public participation.

Although the presidential letter (Surpres) regarding the revision of the National Police Law has not been received to date, the DPR has ensured that the discussion process will be carried out transparently.

Member of Commission III of the Indonesian House of Representatives, Hinca Pandjaitan, stated that until now his party is still focused on revising the Criminal Procedure Code (KUHAP).

He emphasized that Commission III of the DPR always prioritizes the principle of transparency in every regulatory discussion carried out.

“I am in Commission III until today, there is no (Surpres). We are still focused on the Criminal Procedure Code,” said Hinca.

He ensured that if the National Police Bill enters Commission III, the discussion will be conducted openly as with the revision of the Criminal Procedure Code.

“Look, we discussed the Criminal Procedure Code openly. We made a presentation, we explained the substance, and we invited many parties to discuss. Believe me, if the National Police Bill goes to Commission III, we will do the same thing,” he said.

The Speaker of the Indonesian House of Representatives, Puan Maharani, also confirmed that until now the DPR leadership has not received a Presidential Letter regarding the revision of the National Police Law.

He clarified that the documents circulating in public were not official documents.

“I emphasize that the Surpres has not been received by the DPR leadership until now. So what is circulating in the public or circulating in the community is not an official Surpres,” said Puan.

He also explained that the problem inventory list (DIM) in circulation was not an official document received by the DPR.

“So we, the DPR leadership, have not received the Surpres. So if there is already a DIM circulating, it is not an official DIM. We emphasize that,” he added.

Puan asked the public not to speculate before there are official documents received and discussed by the DPR.

Meanwhile, member of Commission III of the DPR from the Golkar Faction, Soedeson Tandra, pushed for the discussion of the National Police and Prosecutor’s Office Bill to be carried out immediately with the government.

According to him, the revision of the two laws needs to be adjusted to the updates to the Criminal Procedure Code which is currently being discussed in Commission III of the DPR.

“If I see it necessary. Why, because we welcome the new Criminal Code, also the new Criminal Procedure Code,” said Soedeson.

He hopes that the National Police and Prosecutor’s Office Bill can be completed this year because it has been included in the 2025 Priority National Legislation Program (Prolegnas).

The DPR emphasized its commitment to discussing the revision of the National Police Law with openness and involving public participation.

Thus, any regulatory changes made remain in line with legal needs and public interest. (*)
