Parliament Ensures Transparent and Open Deliberation of Criminal Procedure Bill

Jakarta – The Indonesian House of Representatives (DPR RI) has reaffirmed its commitment to conducting the deliberation of the Draft Criminal Procedure Code (RUU KUHAP) in an open and transparent manner. This assurance was delivered by Deputy Chair of Commission III of the DPR RI, Ahmad Sahroni, during a press conference held at the Parliamentary Complex in Senayan, Jakarta.
Deputy Speaker of the House, Adies Kadir, also emphasized that the RUU KUHAP discussions would remain fully transparent. According to him, transparency is key to creating legislation that is responsive to public needs.
“We guarantee that this process will be open. The public, academics, and various stakeholders are encouraged to provide input. Currently, the agenda is still focused on gathering opinions from across society,” he stated.
Additionally, Chairman of Commission III, Habiburokhman, added that the DPR will facilitate various public consultation forums and discussions throughout the deliberation process. He confirmed that the discussions on the RUU KUHAP would be broadcast live via Parliament TV. According to him, transparency and openness are essential in producing democratic legal products.
“We want this bill to truly reflect the sense of justice expected by the people. That’s why input from all parties is so important,” he said.
Minister of Law and Human Rights, Supratman Andi Agtas, explained that the drafting of the RUU KUHAP would maintain a balance of functions among law enforcement institutions without altering the fundamental structure. This approach is essential to avoid overlapping authorities and instead reinforce existing legal governance.
“The essence of this revision lies in enhancing protections for suspects and defendants. A legal perspective that supports procedural justice is expected to prevent the kinds of irregularities that have frequently occurred in practice,” he stated.
In line with this commitment, the DPR also confirmed that updates on the bill’s progress would be regularly uploaded to the official DPR website and other public communication channels. This measure aims to ensure that the public can stay informed and continue to provide direct feedback.
Transparency in the deliberation of the RUU KUHAP is considered crucial to preventing potential abuses of power within the criminal justice system. Moreover, an open process is believed to boost public trust in the DPR as a responsible legislative institution.
The deliberation of the RUU KUHAP is projected to conclude in the near future, paving the way for implementation aimed at reforming Indonesia’s criminal justice system into one that is fairer, more transparent, and accountable.
