The Urgency of Human Resource Development in Papua

The importance of development in the field of human resources (HR) in Papua is indeed seen as an urgent need. Given the value of the use of human resources is important in living and building the quality of the nation.

The value of HR seems to have an urgency worth fighting for. Given this ability will be good for the owner. The link is with the processing of natural resources in Papua. On earth of paradise is famous for its abundant natural wealth. The relationship between these human resources is that if a person has HR, he / she will certainly be able to utilize, develop and utilize natural resources in Papua optimally.

Another implication is that the proper use of natural resources will be able to help improve the welfare of the people of Papua as a whole. On the other hand, a country boy who has better human resources will be able to spread and teach it more broadly. So that many people feel that HR is also very important.

Judging from the plan for the first period of the Jokowi administration which has been oriented towards infrastructure development. So it is certain that in this second period the focus will be on human resource development, while continuing to carry out the continuation of the first period’s plans. The development of human resources is suspected to be focused on the human resources of Papua and West Papua. Even though the actual implementation of Papuan human resource development is considered the highest in all of Indonesia.

This is reflected in the sending of Youth in Papua and West Papua to continue their studies in cities outside Papua. Especially in Java with scholarships from the central government, provinces as well as municipal and district governments. At present more than 10,000 young people in the two regions are sent to study outside Papua, including abroad. This is intended to gain expertise to build a better region.

For information, that up to now QUOTA MANDATORY QUOTA has been applied for Papuan children to be accepted at agencies such as AKPOL, AKMIL, AAL and also AAU. As well as in other tertiary institutions such as STAN, STPDN and others. The purpose of implementing this is so that they can later work in the Bureaucracy, TNI and POLRI. So that in the future they can have the opportunity to become leaders of the Indonesian state. Even the Papua Cendrawasih Regional Military Commander and the West Papua Kasuari Regional Military Commander were regional sons of AKMIL graduates.

They are dedicated sons of the land and their quality is no doubt. So that they get the trust of the TNI Commander in order to lead the military in his spilled blood. This proves that the Government provides exceptional opportunities for native sons who have the qualities to become leaders. Both in the area and in the national sphere.

Meanwhile, other laws and regulations have also determined that the Governor, the Regent, the fiber of the Mayor of Papua and West Papua must be Original Papuans. For migrants, they can only serve at the Kadin level or at the Echelon IIA level. Therefore, it is expected that his successor will also be like that. Moreover, by the time tens of thousands of sons of the two regions had been completed in the study process. So that the regeneration process will not be interrupted. And this is a tangible manifestation of the attention of the natural government in increasing the quality of Papuan human resources.

Previously, Jokowi had also agreed to provide 1000 quota for native Papuan children who had graduated from college to be able to work in state-owned or private institutions. While requests for the appointment of honorary staff in Papua and West Papua to become ASNs are currently being considered. This honorary workforce is suspected to have served more than 5 years. So they need a legal umbrella so they can be designated as ASN.

On the other hand the determination of someone to become an ASN must meet a number of requirements. Especially, formal education, age, formation and of course the State and Regional Finances to pay their salaries later when they are officially ASN status. However, another way to raise ASN can also be through the authority of the President (decree). Namely, the appointment of ASN was carried out without a selection process. The indication is that the status of honorary staff for 2 years will be appointed. The goal is to serve the government and have the opportunity to have a career as an ASN (State Civil Apparatus)

Obviously the value of the urgency of HR is very important for people’s lives to be better. And will be able to participate in developing more advanced regions.
