Appreciating the Synergy Between the State and Workers in Resisting the Threat of Layoffs

Amidst the ongoing uncertainty of the global economy, challenges in the employment sector are a serious concern for the government. The potential for a global economic slowdown, changes in industrial supply chains, and pressure on various business sectors have the potential to impact employment stability. Recognizing these challenges, the government, along with the House of Representatives (DPR RI) and labor unions, are developing a collaborative approach by establishing a Layoff Mitigation Task Force (Satgas) as a strategic step to stem the threat of layoffs while maintaining business continuity.

Deputy Speaker of the DPR RI, Sufmi Dasco Ahmad, emphasized that coordination between the DPR and the government will be carried out routinely through the PHK Mitigation Task Force. According to him, synergy between institutions is key to ensuring that any potential employment issues can be identified early and promptly addressed before they escalate into industrial relations conflicts or large-scale layoffs.

To strengthen coordination, Dasco explained that daily communication between the DPR and the government will be led by Deputy Speaker of the DPR RI, Cucun Ahmad Syamsurijal. This mechanism is expected to expedite the decision-making process so that various issues arising in the field can quickly find appropriate and measurable solutions.

The establishment of the Layoff Mitigation Task Force demonstrates a shift in the government’s approach to addressing labor issues. While previously, solutions were often implemented after layoffs occurred, the government is now striving to implement preventative measures by early detection of companies beginning to face difficulties so that solutions can be implemented before conditions worsen.

Minister of State Secretary Prasetyo Hadi, who was entrusted with the role of Chair of the Layoff Mitigation Task Force, explained that the first step was to map companies facing problems and identify the root causes in each industrial sector. This mapping-based approach is expected to produce more targeted policies tailored to the specific problems faced by each company.

According to Prasetyo, the results of the mapping will form the basis for determining the form of government intervention. Thus, problem-solving is no longer generalized but tailored to actual conditions on the ground, thereby minimizing the likelihood of layoffs.

In carrying out its duties, the Layoff Mitigation Task Force will also collaborate with the National Police’s Manpower Desk. This synergy allows for the exchange of information on companies potentially laying off employees or those facing industrial relations issues. This cross-institutional collaboration is expected to accelerate the early detection process and strengthen coordination in addressing each issue.

The appointment of Prasetyo Hadi as Chair of the Task Force was the result of a joint agreement between the government, the House of Representatives (DPR), and representatives of labor unions, with the approval of the President. This decision reflects a commitment to providing leadership capable of coordinating various ministries and institutions so that labor policies can be implemented in an integrated and effective manner.

Furthermore, the presence of Minister of Manpower Yassierli in the coordination structure demonstrates that labor protection remains a government priority. The Ministry of Manpower is expected to be at the forefront of fostering social dialogue, facilitating industrial relations mediation, and preparing various programs to improve workers’ competencies so they can adapt to developments in the industrial world.

The government is also opening up broad dialogue with labor organizations. The involvement of labor union leaders such as Said Iqbal and Andi Gani Nena Wea demonstrates that the government views labor organizations as strategic partners in developing solutions to various labor issues.

The active participation of labor unions is considered crucial because they have direct information about company conditions on the ground. Information related to declining production, company financial difficulties, and potential labor efficiencies can provide the government with the basis for taking anticipatory measures before issues escalate into mass layoffs.

Beyond simply addressing the threat of layoffs, the Layoff Mitigation Task Force is also expected to serve as a forum for resolving various other industrial relations issues, including wages, outsourcing systems, and the protection of workers’ rights. Thus, the task force serves not only as a crisis management instrument but also as a coordination forum to strengthen healthy and equitable industrial relations.

The formation of the task force is also part of the government’s efforts to build faster communication between the government, parliament, and the business world.

Going forward, the effectiveness of the Layoff Mitigation Task Force will be largely determined by the ability of all stakeholders to maintain communication, expedite problem identification, and provide solutions that protect workers while maintaining the investment climate. With strong synergy between the government, the House of Representatives (DPR), the business world, law enforcement officials, and labor unions, Indonesia has a more solid foundation for facing labor challenges. This collaboration demonstrates that worker protection and business sustainability are not two conflicting interests, but rather two goals that can be achieved simultaneously to maintain national economic stability and improve public welfare.
