Collaboration Between Agencies Accelerates Land Acquisition in IKN
Jakarta – The development of the Indonesian National Capital (IKN) in East Kalimantan continues to show significant progress. One of the main challenges in this major project is the land acquisition process, which requires intensive coordination between government agencies. However, through solid collaboration and measurable strategies, these obstacles have been gradually overcome, and the IKN project has been successfully realized. Currently, the government is implementing its commitment, namely continuing the development of the IKN to realize a new civilization of a modern, green capital city.
The government has shown a strong commitment to ensure that every process in the development of the IKN runs in accordance with the rules and principles of justice. The Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid received a visit from the Head of the Indonesian Capital Authority (OIKN), Basuki Hadimuljono at the Ministry of ATR/BPN. This meeting aims to synchronize and discuss land measurement procedures in the IKN area, especially for investor allocation involving both institutions, namely the Ministry of ATR/BPN and the IKN Authority.
“We want to synchronize land measurements. So far, OIKN as the manager of Assets in Use (ADP) has always carried out land measurements in order to allocate them to investors. However, after there is a land allocation, it will be certified and re-measured by the Ministry of ATR/BPN,” said Basuki Hadimuljono.
In the meeting, both parties agreed that land measurement in the IKN area would be carried out by a competent certified surveyor. This step was taken so that the measurement would only be carried out once, but could be recognized by both institutions, thus avoiding duplication and increasing efficiency in the IKN development planning process.
Certified surveyors are working partners of the Ministry of ATR/BPN which have been regulated in the Regulation of the Minister of ATR/Head of BPN Number 8 of 2022.
“Indeed, the authority is indeed in the (Ministry of) ATR/BPN. Well, we want to unite,” Basuki explained.
Basuki also claimed that infrastructure, ranging from housing, water, electricity networks, are ready to be used if the ASN transfer is carried out in April 2025 or after Eid al-Fitr. However, this decision depends on the Ministry of Empowerment of State Civil Apparatus and Bureaucratic Reform (PANRB).
Meanwhile, Minister of State Apparatus Empowerment and Bureaucratic Reform (Menpan RB), Rini Widyantini said the plan to move ASN to the new capital in East Kalimantan is still being worked on. Likewise with the plan to provide incentives that were proposed during the era of President Joko Widodo’s administration.
“The transfer has not been done yet. Still waiting for the president’s (direction). Of course, some of the employees have also changed because some have become two ministries, three ministries. We are still waiting for them to settle with their internal governance,” said Rini in a press conference after the One Decade of Integrity Zone and the Awarding of Integrity Zone Towards WBK/WBBM event.
