Supporting a Radicalism-Free State Apparatus

One group that is vulnerable to infiltration by radical ideology is the state apparatus, including the state civil apparatus (ASN), members of the police and military. It is hoped that state officials can continue to increase their understanding of Pancasila and always protect themselves from radical ideology.
As the main target for the spread of radical ideology, this condition is very worrying considering the strategic position of ASN who work in government agencies and government environments. The existence of ASN exposed to radicalism can threaten the integrity and stability of government institutions and weaken efforts to overcome radicalism as a whole.
In this regard, the Pancasila Ideology Development Agency (BPIP) has the mandate to provide education and training to ASN who work in the Indonesian Capital City (IKN). Director of Planning, Standardization of Education and Training Curriculum BPIP, Dr. Drs Yakob said state servants must be free from exposure to radical ideas. BPIP has the task of changing the ASN mindset so that it is in line with the Pancasila ideology, namely carrying out its duties based on Pancasila so that the goal of social justice can be achieved and felt by all IKN citizens.
Awareness requires ASN and their partners to monitor each other and remind each other so they don’t fall into radicalism. Preventive steps are an important part of the government’s efforts to maintain the integrity and professionalism of ASN. With strict supervision, it is hoped that every ASN can carry out their duties and responsibilities well without interference from radical ideas that can damage the government and society.
The government also continues to make various efforts to create a bureaucracy and ASN that is free from the influence of radicalism. This is becoming increasingly important considering that terrorists are now spreading radical ideas through interactive online media. In order to prevent the spread of this ideology, the Ministry of Communication and Information (Kemenkominfo) has taken firm steps by identifying and blocking 5,731 radical content from 17 July 2023 to 2 March 2024.
Minister of Communication and Information Budi Arie Setiadi stated that his party had handled content containing extremism, radicalism and terrorism on various digital platforms. According to him, the Meta social media platform is the platform most widely used to spread ideas or content of extremism, radicalism and terrorism. If not managed carefully, it has the potential to pose a very serious threat to national unity and integrity.
In addition to efforts to block radical content, the government has also launched an ASN complaints portal to complain about violations that contain elements of hate speech and radicalism. This portal provides the community and ASN themselves with the opportunity to report indications of radicalism in their work environment, so that preventative action can be taken immediately. Through this step, the government hopes to create a work environment that is safe and free from radical influence.
A comprehensive and sustainable approach is needed to prevent and eradicate radicalism among ASN. First, education and training programs that focus on increasing awareness of the dangers of radicalism are very important. Training materials must include an understanding of state ideology, the importance of tolerance, and the ability to detect signs of radicalism. ASN needs to be equipped with the knowledge and skills needed to identify and counter radicalism early on.
Second, instilling Pancasila values must be carried out in every aspect of ASN work. Pancasila as the state ideology must be the main basis for thinking, behaving and acting. Apart from these steps, it is hoped that ASN can carry out their duties and responsibilities with high professionalism and integrity, as well as maintain national unity and unity. Preventing radicalism among ASN requires a comprehensive and sustainable approach. This includes several aspects such as education, instilling values, monitoring , and implementing clear, correct and moderate sanctions so as not to be easily influenced by extreme interpretations often used by radical groups.
Third, the application of AKHLAK values (Service Oriented, Accountable, Competent, Harmonious, Loyal, Adaptive and Collaborative) in ASN work can be a strong shield against the spread of radical ideas. These values will make ASN focus more on quality public services and work together in maintaining state stability.
Fourth, regular monitoring and evaluation is very important. Forming a special team to monitor and evaluate potential radicalism among ASN can help identify and overcome problems effectively. Apart from that, strengthening integrity and work ethics through various activities such as training, seminars and workshops will help ASN have a strong commitment to the values of integrity and work ethics.
Finally, implementing strict sanctions for ASN involved in radical activities is a crucial step. Strict sanctions will have a deterrent effect and show the government’s commitment to eradicating radicalism. With clear sanctions, ASN will be more careful in their attitudes and actions.
Preventing radicalism among state officials requires a comprehensive and sustainable approach. Through education and training, instilling Pancasila values, strengthening religious moderation, implementing AKHLAK values, monitoring and evaluation, strengthening integrity, and implementing strict sanctions, ASN can become a strong bulwark in fighting radicalism. With these steps, it is hoped that state officials can carry out their duties and responsibilities with high professionalism and integrity, as well as maintain national unity and unity.
