Supporting Inter-Institutional Collaboration to Realize Transparent and Fair Regional Elections

The 2024 Simultaneous Regional Head Election (Pilkada) is something new since Indonesia’s independence. The system built to prevent violations is very good, so that violations that occurred in the previous regional elections and the last election could be prevented. However, to realize regional elections that are clean, fair, honest, transparent without money politics and fair, there needs to be collaboration between institutions. Collaboration emphasizes the function of each institution in the regional elections to ensure that all stages of the process can be carried out, including the people’s rights to cast their vote.

Even though the system has been improved, violations by organizers, participants or prohibited groups may still occur. West Nusa Tenggara Bawaslu Commissioner, Violation Handling and Information Data Division, Umar Achmad Seth, reminded the District Supervisory Committee (Panwascam) to continue training their skills because violation methods can change.

There are three main tasks of election supervisors that must be considered by Panwascam and all election supervisors. First, election supervisors are obliged to prevent violations by coordinating and building networks with community leaders, village governments and Muspika. Socialization must continue to be carried out so that violations can be prevented.

The second task is supervision. Election supervisors must master 90 percent of the skills, while the rest is knowledge. Skills training must continue to be carried out through simulations such as those held by Bawaslu Dompu Regency.

Finally, every supervision must be stated in Form A. After supervision, immediately conduct a plenary session, regardless of whether there are findings or not. Form A that does not contain any violations must be archived because it can be used as evidence if a dispute occurs at the Constitutional Court.

Apart from that, the role of the Police and TNI is also very important in maintaining security when violations occur during the regional elections. Close collaboration between election organizers and security forces can ensure a conducive and safe situation, so that people can vote without fear.

The movement to build determination to make the regional elections a success must continue to be emphasized. Some time ago the Tangerang City Government (Pemkot) received an award from the Directorate General of Regional Financial Development of the Ministry of Home Affairs (Kemendagri) for its commitment and full support in the successful implementation of the 2024 Simultaneous Regional Elections.

Acting (Pj) Mayor of Tangerang, Dr. Nurdin said that this award was the result of the dedication and commitment of the Tangerang City Government in allocating 100% of funds from the Regional Revenue and Expenditure Budget (APBD) to support the operations of the Regional General Election Commission (KPUD), Election Supervisory Body (Bawaslu), TNI and Polri in organizing Simultaneous Regional Elections in 2024 in Tangerang City.

The Acting Mayor of Tangerang also added that the City Government will continue to be committed to providing full support to the KPUD, Bawaslu, TNI and Polri in carrying out their duties. This support aims to ensure that the Simultaneous Pilkada runs smoothly, safely and democratically.

Apart from that, Dr. Nurdin expressed his gratitude to all levels of the Tangerang City Government, KPUD, Bawaslu, TNI and Polri for their hard work and dedication in preparing for the Simultaneous Pilkada. He hopes that this collaboration can continue well so that the Pilkada can be successful and produce trustworthy leaders for the City of Tangerang.

Collaboration between the General Election Commission (KPU), the Election Supervisory Body (Bawaslu), and other related institutions such as the police and regional government institutions, is the key to creating clean and democratic Pilkada. The KPU is responsible for holding elections as well as possible, from preparation to implementation of the election. Meanwhile, Bawaslu has an important role in monitoring to ensure there are no violations during the process.

Through this collaborative effort, it is hoped that the 2024 Simultaneous Pilkada will not only run smoothly but will also produce quality and trustworthy leaders. An emphasis on transparency and compliance with regulations will strengthen public confidence in election results and increase the legitimacy of elected leaders.

The importance of the participation of all elements of society in making the regional elections a success is very important. Support from all parties will ensure that every stage of the Pilkada, from campaigning to vote counting, can run fairly and in line with expectations.

With a lot of support in holding fair and transparent regional elections, it is hoped that the entire election process can be carried out as well as possible and provide results that are beneficial to the community. Active participation includes monitoring the election process and reporting any violations that may occur, so that the Pilkada process continues to run in accordance with applicable regulations.

All parties, from organizing institutions to the community, must work together to create an environment that supports the implementation of democratic and fair elections. Good collaboration between these institutions will ensure that every vote is counted correctly and every candidate is given an equal opportunity. Ultimately, this will strengthen public confidence in the democratic system and more representative election results.
