The community fully supports the acceleration of the issuance of the Job Creation Perppu carried out by President Joko Widodo. This is due to being able to face all threats and risks of a global economic recession.
The President of the Republic of Indonesia (RI), Joko Widodo has officially issued Government Regulation in Lieu of Law (Perppu) Number 2 of 2022 concerning Job Creation (Ciptaker). He revealed that there were several reasons why the regulation had to be issued immediately. According to him, one of them is because of how global conditions are currently full of uncertainty.
Furthermore, the 7th President of the Republic of Indonesia reiterated that indeed the conditions faced by the world today are full of uncertainties and are not doing well. Therefore, according to him, the issuance of the Job Creation Perppu is also able to answer the existence of legal certainty left by the previous Ciptaker Law, which was declared conditionally unconstitutional by the Constitutional Court (MK) Decision.
Apart from that, according to President Jokowi, it is also very important to immediately provide legal certainty left by the previous Ciptaker Law with the Job Creation Perppu because there is legal certainty that fills the legal void, if in the perception of investors it will be good whether it’s for investors who come from from within and outside the country. Because indeed in 2023 Indonesia is also very dependent on investment and export activities.
Therefore, with all the crises in the world that also have the potential to threaten the Indonesian nation, according to the Executive Director of Saiful Mujani Research and Consulting (SMRC), Sirojudin Abbas, he stated that the people in the country tend to support the issuance of the Job Creation Perppu.
The support given by the community for the issuance of the Job Creation Perppu is not without reason, the article is that some people already have awareness and are also worried about the world crisis, which then tends to increase their support for the anticipatory efforts made by the Government of Indonesia, namely issuing the Perppu Job Creation.
There are two main reasons for the issuance of the Job Creation Perppu carried out by the Government, namely to deal with an emergency situation and also to provide legal certainty since the old Ciptaker Law had conditional unconstitutional status as the Constitutional Court’s decision.
With these two reasons, according to Sirojudin Abbas, the people really hope that the state will be able to overcome and protect the people. Data shows that community support is at 52 percent because they state that they really believe and agree with the Perppu Cipta Kerja to be able to deal with emergencies.
Then, for reasons related to the importance of legal certainty, it is able to increase public trust to 49 percent because the aspect of legal certainty is considered very important to increase investor confidence.
Meanwhile, Chancellor of the Institute of Technology and Business (ITB) Ahmad Dahlan, Dr. Mukhaer Pakkana explained the results of research data from the United States Department of Agriculture (USDA) that indeed the level of food insecurity in Indonesia is classified as a condition of high vulnerability.
Therefore, according to him, there must immediately be concrete efforts to be able to handle the condition of food security in the country, one of which is the issuance of the Job Creation Perppu which was signed by President Joko Widodo.
Dr. Mukhaer Pakkana also added that the condition of economic inequality in Indonesia is becoming increasingly acute, as indicated by data which assesses that Indonesia is one of the most unequal countries in the world with the assets of the 4 richest people who are able to control and equal the conditions of 100 million people. So according to him this condition of inequality must be empowered immediately because it will threaten the quality of the country’s economic growth.
On the other hand, Law Expert at Sebelas Maret University (UNS) Surakarta, Dr. Agus Riewanto believes that the issuance of the Job Creation Perppu carried out by President Jokowi is indeed in accordance with the provisions and has a temporary nature as a tool for the Head of State to immediately take swift steps in efforts to overcome a number of national economic problems.
The Surakarta UNS legal expert admitted that the Perppu on Job Creation had to be carried out by the President to be able to deal with urgent problems and be able to provide legal certainty, especially those related to economic issues. he emphasized that working with clear rules is far better than just working without clear rules.
With the risk in the form of the threat of a global economic recession, the Government of Indonesia must immediately be able to issue a regulation quickly and precisely. For this reason, the community is very supportive of the accelerated issuance of the Job Creation Perppu carried out by President Jokowi because it is really needed for the interests of the nation and state.
