Omnibus Ciptaker Creates a Better Economic Climate

Sluggish world economy is believed to be happening. In addition to the global economic uncertainty, the Corona Virus or Covid-19 pandemic also contributed to the situation. The Government of Indonesia has encouraged the simplification of regulations through the Omnibus Law on Cipta Karya (Ciptaker) which is expected to create a better economic climate.

The rapid spread of Covid-19 to various parts of the world also affected various sectors of people’s lives, including the economy. Fast and brave steps must be taken to deal with the incident. One effort that needs to be done is by cutting regulations that have been considered to hamper investment in Indonesia. .

At present the draft Bill of Omnibus Law Ciptaker has been on the DPR’s table. the urgency to discuss this universal broom bill must be resolved thoroughly. Because the target of 100 days in the future if it will still be postponed will not be possible.

The DPR is a legislative body that has three functions in accordance with the mandate of the 1945 Constitution. Namely, the legislative function, the budget function and the supervisory function. By looking at the facts of these functions the DPR certainly has a very vital role. Especially if the DPR does not carry out its functions fully, the state can be said to be paralyzed. Moreover, state dependents are required to pay DPR salaries even though they are on holiday.

During this time, the House of Representatives is considered to have minimal achievements related to the field of legislation. A number of targets that must be obtained are far from the imagination. For example, the priority Prolegnas target in the 2015-2019 period was only able to ratify 35 bills. Even though the total reached 189. Therefore, now is the time for this momentum to be welcomed for the unique DPR issuing quality legislation that is right on target.

Moreover, now the DPR is dominated by new people as well as millennials who certainly still have a new spirit of developing a country with qualified intellectual qualities. Thus, they are expected to be able to carry out the legislative function in accordance with the public’s positive expectations.

The global pandemic that we are experiencing right now is no reason to delay the discussion of the Omnibus Law Ciptaker which has been expected by the wider community. If it stagnates for COVID-19 reasons, how can it be finished. After all, no one will know when this outbreak will end. So, will the DPR not work until the end of the year if the virus is still endemic? Of course this is a silly decision right?

In addition to reducing public empathy, the mature plan that has been initiated and involves many parties will only be in vain. Then, why was it as if yesterday it was being chased so that it would soon be included in the DPR, which if it eventually stagnated in the country’s high institutions?

If it is not possible, is not it now that technology has become more sophisticated. This sophistication must certainly be maximally utilized to help facilitate the Ciptaker omnibus discussion. Call it the online meeting application that can live chat with 100 members at once.

Every line of ministries and state institutions must strive to realize the vision of the Government. Therefore, the DPR needs to give certainty about decisions related to the Omnibus law Ciptaker. It is suspected that this Omnibus law will provide a number of assistance programs for the unemployed. Especially now that many people are losing their jobs or livelihoods due to the Corona virus.

Mentioned in article 90 of the Ciptaker Bill articles 1 and 2 are intended for those who have lost their jobs. The article stipulates the right of workers who experience termination of employment will get a guarantee of losing their jobs.

Furthermore, this guarantee is held by the Social Security organizers (labor social security). It is hoped that through this assistance they will be able to survive in meeting their needs for the time being.

In addition, Omnibus law also provides long-term solutions. Namely, able to solve the problem of unemployment which the figure reached 7 million. This condition is still exacerbated by the addition of 2 million new workforce, imagine if it runs into the following years?

It is hoped that the DPR will intervene quickly, so that a number of regulations which are currently still hampering can be resolved soon. Especially in anticipating a global pandemic that does not know when it will stop epidemic.
