The Government Grants Labor Demands to Postpone the Discussion of the Omnibus Law

On April 30th, the workers plan to hold an action to demand the cancellation of the Omnibus Law Cipta Karya Bill, but the action has certainly not been held because the demands have been met. The community also appreciated the Government’s pro-labor policies and was able to hear the demands of the community.

Indonesian President Joko Widodo has conveyed to the House of Representatives to postpone the discussion of the Labor Cluster Bill on Employment. This is in line with the statement of the DPR which will also postpone its discussion.

              President Jokowi said, with the delay, the government and the DPR had more time to explore the substance of the relevant articles.

              In addition, Jokowi also provided an opportunity from the laborers and stakeholders to provide input to the Cipta Karya Bill.

              A few days ago, the former mayor of Surakarta had met with 3 labor leaders. They are representatives of the All Indonesia Workers Union Confederation (KSPSI) Andi Gani Nena Wea. Indonesian Labor Union Confederation (KSPI) Said Iqbal and Indonesian Prosperous Labor Union Confederation (KSBSI) Elly Rosita Silaban.

              On that occasion Andi Gani said, if Jokowi delivered a statement in accordance with the wishes of the workers, then the action planned to be held on 30 April would not be held.

              On the same occasion, Said Iqbal said, there were 2 things that were the demands of the workers. First, to stop the discussion of the Employment Cluster Omnibus Law in the Parliament during the co-19 pandemic.

              Secondly, the Omnibus Law Cipta Karya Cluster of labor is withdrawn and started again made from scratch. Said also requested that the discussion of the draft law must involve the workers.

              Said also added that if both demands were met, Said Iqbal would guarantee there would be no action taking to the streets from the workers at the end of April.

              Through the meeting, the government and the DPR finally had a discussion on the employment cluster in the Employment Creation Bill.

              This is certainly a wise step for Jokowi to receive the aspirations of the people. Under these conditions, of course the formulation of the law relating to labor welfare must involve figures from the laborers. That is what Andi Gani and his colleagues thought.

              The postponement of the discussion on the workforce cluster was also received well by the Indonesian Workers’ Organization (OPSI).

              Sejken OPSI, Timboel Siregar said that the message delivered by President Jokowi was a good thing to deepen the substance of the articles in the labor cluster.

              He also asked the government to immediately withdraw draft labor clusters from the DPR, and submit them to be discussed again in the Team formed by the Coordinating Minister for the Economy for further deepening.

              Timboel also wants that the postponement time conveyed by the President should really be used to discuss from the beginning of the draft by involving trade unions (SP), trade unions (SB), academics and other stakeholders, so that the draft drafted in this team will become more quality.

              He also mentioned that the current employment cluster draft in the DPR does not involve union or labor union elements, but rather the result of a team formed by the Coordinating Minister for the Economy which is tasked with drafting labor clusters from the start.

              This decision certainly shows that President Jokowi is not a figure who is anti-criticism, for the sake of mutual benefit, Jokowi wants to open up space to provide input in order to get the best solution for stakeholders both government, employers and workers who are often referred to as Triparit.

              Jokowi has shown himself as a person who is sensitive to social conditions, where he has responded to the aspirations of workers so far.

              The workers want the government not to rush to discuss issues related to the employment cluster.

              Some people will certainly argue that by delaying the discussion of the Work Draft Bill, of course, in addition to providing more time to explore articles that are considered crucial, this delay is also seen as an effort by the government to focus more on dealing with the 19th plague that is in plain sight.

              The community, especially Labor, has received a response from the government in the form of a decision to postpone the discussion of the Work Copyright Bill. This of course shows that the discussion room is far better than the action on the streets.
