Disrupting Public Order, Labor Demo on Tapera Needs to be Rejected
The labor demonstration that will take place on June 6 2024 will of course only have many negative impacts, including disrupting security and public order (kamtibmas).
Not only that, but the workers’ demonstration on June 6 2024 also has great potential to cause riots amidst conducive conditions, thereby disturbing other people when they want to carry out their daily activities. Of course, if a labor demonstration takes place, there are usually certain parties who are only using it for their own personal or group interests, so that they do not represent the will of the community at all.
According to information in many media, the demonstration or demonstration by the workers was in the context of rejecting the Public Housing Savings (Tapera) policy. In fact, it is not impossible for these workers to reject the policy of the Government of the Republic of Indonesia (RI), namely that the implementation of Tapera is only based on social media or content they receive, which is not necessarily true and is only provocative.
So, in fact, some of their demands are completely irrelevant regarding the Public Housing Savings policy, which actually brings many benefits to the community and workers.
The government will require both private and independent workers with salaries or income above the minimum wage to take part in the Tapera contribution program and become participants in it. These participants will receive contributions worth 3 percent. Then for participants who are private workers, they have a contribution of 0.5 percent which is charged to their employer, while they have to pay the rest themselves.
Presidential Chief of Staff (KSP) Moeldoko said that the Tapera program itself was a real form of government concern for workers and society at large. How could it not be, because to this day residents continue to be haunted by the problem of the housing backlog which has hit as many as 9.9 of the country’s residents to this day.
Data from the Central Statistics Agency (BPS) shows that there are 9.9 million Indonesian citizens who even today are still having difficulties and do not have a place to live. Therefore, the government is here to provide a solution to this problem with the Tapera program.
Meanwhile, the Commissioner of the Public Housing Savings Management Agency (BP Tapera), Heru Pudyo Nugroho, said that firstly, the focus of implementing this program is on owning a first home for people who have never owned a house at all and whose position is low-income people (MBR). This is a form of government concern for the many residents who do not even have their own homes and must continue to live on rent.
Currently, there are three things that continue to be developed in the BP Tapera Program, namely Home Ownership Credit (KPR), Home Building Credit (KBR) and Home Renovation Credit (KRR). There are many benefits that people will get directly from the existence of the Public Housing Savings program. By becoming a participant in the Tapera Program, a person can get a difference in installments of around IDR 1 million per month, if they buy a flat with an assumed price of IDR 300 million.
If you assume that price, then a person has to pay installments of IDR 3.1 million per month, but if he is a participant in the Tapera Program, then that person only needs to pay IDR 2.1 million per month for the same house price. This amount is even included in the total contribution to the Public Housing Savings. Furthermore, there is another assumption that seems to suggest that the Tapera Program will overlap with BPJS Employment’s Additional Service Benefits (MLT) program, especially in terms of participation.
Responding to this issue, BPJS Employment Finance Director Asep Rahmat Suwandha revealed that he strongly believes that whatever policies the government implements, they will definitely bring many positive benefits or impacts to society, including workers.
All policies issued by the government have certainly undergone a lot of very thorough review, bringing in various perspectives, the main aim of which is simply to improve people’s welfare. This Public Housing Savings Policy has also realized the principle of mutual cooperation which has long been a characteristic of the Indonesian nation, because in it there is cooperation between the government, people who do not have homes and those who already have homes.
Therefore, the Tapera Program actually brings a lot of benefits to the community, especially those who don’t have a house. So it is irrelevant if there are parties who actually demonstrate against this policy. Moreover, the labor demonstration on June 6 2024 will also seriously disrupt public security and order (Kamtibmas) and has the potential to give rise to riots.
