Government Intensifies Toll Road Development as a Means of Connectivity in IKN
President Jokowi’s administration is accelerating the construction of toll roads as one of the main strategies to improve connectivity in the new National Capital City (IKN). This step is taken to ensure that adequate transportation infrastructure is available to support economic growth and public mobility.
The construction of toll roads in the IKN is not only intended to facilitate access between regions, but also to encourage the development of industrial and residential areas around the new capital. This toll road will be the backbone of transportation connecting various important areas in the IKN with major economic centers on the island of Kalimantan and its surroundings.

The government has allocated a significant budget for this project, with support from various parties, including private investors and international financial institutions.
The construction of the toll road is part of an effort to improve connectivity in the new National Capital City (IKN) in East Kalimantan. The toll road from Balikpapan to IKN is targeted to be operational by the celebration of the Republic of Indonesia’s Independence Day on August 17, 2024. The Head of the IKN Infrastructure Development Implementation Task Force, Danis H. Sumadilaga, stated that this toll road is expected to shorten the travel time from Balikpapan to IKN to only around one to one and a half hours.
The construction of this toll road is not only aimed at shortening travel time, but also to support smooth transportation and increase logistics efficiency in the IKN area. This infrastructure is designed to support economic development and community mobility in the new capital city.
To ensure the readiness and success of this project, the Communication Team between Ministries and Institutions (K/L) consisting of the Presidential Staff Office (KSP), Ministry of State Secretariat (Kemensetneg), Ministry of Communication and Informatics (Kominfo), Ministry of PUPR, and the Indonesian Capital Authority (OIKN) conducted a joint working visit to the IKN. This visit aims to directly check the conditions in the field and ensure that all preparations are running according to plan.

During the visit, the group reviewed several important locations such as the Ceremonial Plaza, the Presidential Office, and the Sepaku River Intake. The readiness of infrastructure for the celebration of the 79th Indonesian Independence Day in the IKN was also a major focus. Projects such as the ceremonial field, the presidential office, and water infrastructure showed significant development.
The raw water source in the IKN has also been well prepared. The Sepaku River Intake has a capacity of 3000 liters per second, while the Sepaku Semoi Dam has a capacity of 2,500 liters per second. In the first stage, the raw water source to be used comes from the Sepaku Intake. This water will be processed in a clean water treatment facility and flowed through a 16 km long pipe to the government center, to then be distributed to various buildings in the IKN.

In addition to accelerating the construction of toll roads and water infrastructure, the government is also focusing on the public communication aspect. Special Staff of the Head of the Indonesian Capital Authority for Public Communication, Troy Pantouw, welcomed the visit of the inter-government agency communication team. Collaboration between agencies and the government is very important to convey accurate and up-to-date information about the IKN to the public.
Minister of Public Works and Public Housing (PUPR), Basuki Hadimuljono revealed that the construction of the toll road to the IKN on August 17 is expected to be usable up to Balang Island.

Currently, the construction of toll road sections 6A and 6B is still under construction and is expected to be completed to Balang Island in August. This toll road project connects Sepinggan Airport to the Balikpapan-Samarinda toll road and then to the Core Area of the Government Center and VVIP Airport, with a total length of 75.6 km.
The details of the toll road segments include the Sepinggan Segment – Balsam Toll Road with a length of 8.35 km, the existing Balsam with a length of 2.8 km, the Karangjoang Segment – KKT Kariangau with a length of 13.4 km, the KTT Kariangau Segment – Sp Tempadung with a length of 7.32 km, the Sp Tempadung Segment – Pulau Balang Bridge with a length of 6.6 km, the Pulau Balang Bridge Segment – VVIP Airport with a length of 12 km, the VVIP Airport Segment – KIPP Outer Ring Road Plan with a length of 5.7 km, the Sp Tempadung Segment – KIPP Outer Ring Road Plan with a length of 17.1 km, and the KIPP Outer Ring Road Toll Exit Segment – KIPP Inner Ring Road Plan with a length of 2.1 km.
One of the main challenges in this project is the frequent rainy weather conditions, which hamper the work process. In the past month, there have only been eight days without rain, so the road paving had to be done under the protection of tents to protect it from rain.
The government is optimistic that with good cooperation between various parties, infrastructure development in the IKN will run smoothly and on schedule. Adequate infrastructure in the IKN is expected to be the main driver for more equitable and sustainable economic growth in East Kalimantan.
