Many Parties Monitor the Use of Covid-19 Funds

The government has poured a budget handling of the Covid-19 pandemic of Rp 405.1 trillion. The budget is certainly expected to be used as well as possible for the benefit of the national and state communities to fight the plague that has paralyzed various public sectors in the country. The government also involves many parties to oversee the budget .             

              Ferdiansyah as a member of the House of Representatives Commission X said, there were 4 points prone to corruption in the utilization of Covid-19 funds. First is the procurement of goods and services programs that are considered prone to collusion, price mark-ups, kick-backs and potential conflicts of interest.

              Second, the allocation of funding sources that allows a distortion of the agreement between the purchase and procurement that should be with the realization made.

              Third, philanthropy or third-party donations are prone to overlapping assistance. It can happen that one person can receive two to three times the assistance. While there are people who still haven’t gotten any help at all.

              Fourth, the problem of data collection. Close supervision can minimize data that is wrong or not on target.

              He said he opened up with BPKP, BPK, Inspectorate of ministries or law enforcement agencies, the community, CSOs and NGOs, as well as academics to be involved in the context of supervision which included data collection on aid targets, distribution of social assistance or social assistance and others.

              For those who are known to commit criminal acts of corruption or misuse of the budget, of course the punishment is not kidding. If referring to Law number 31 of 1999 which states that criminal acts of corruption carried out under certain circumstances, including the Covid-19 pandemic, may be sentenced to death.

              The stimulus of Rp. 405.1 trillion has certainly been allocated for a number of uses, which is in accordance with those stipulated in Perppu No. 1 of 2020. Among other things for the health sector, the government has budgeted Rp. 75 trillion, economic recovery of Rp. 150 trillion, social protection Rp. 110 trillion and support for small business-based industries amounting to Rp 70.1 trillion.

              The Corruption Eradication Commission also does not remain silent in overseeing the distribution of social assistance funds (social assistance). The KPK also encouraged the participation of the community to participate in conducting surveillance.

              In order that the distribution of social assistance is right on target, the KPK has issued Circular Letter (SE) No, 11 of 2020 concerning Use of Integrated Social Welfare Data (DTKS) and non-DTKS data dated April 21, 2020.

              SE No. 11 of 2020, the Commission was issued for supervision related to the provision of social assistance to the community in an effort to overcome the impact of the Covid-19 pandemic.

              The KPK SE was addressed to the Chair of the Covid-19 Task Force for the Acceleration of Handling at both the national and regional levels of regency / city provinces in Indonesia.

              KPK Chairman Firli Bahuri said, DTKS was paired with population data at the Ministry of Home Affairs Directorate General of Dukcapil based on the Population Registration Number (NIK). Because, he realized the reliability of the data is very important as a basis in providing social assistance to the community.

              The KPK also realizes that in the midst of efforts to increase the provision of social assistance both provided by the central government through ministries / agencies and local governments, it is important to use data as a basis for providing assistance.

              The KPK also encourages the involvement and enhancement of the role of the community to supervise. For this reason, ministries / agencies and regional governments need to provide a public, easy and inexpensive complaint service facility.

              Meanwhile, the Bengkulu Provincial Government signed a Memorandum of Understanding (MoU) with the Bengkulu High Prosecutor’s Office (Kejati) Bengkulu and the Bengkulu Province Financial and Development Supervisory Agency (BPKP) regarding Assistance and Escort Accountability for the Covid-19 Prevention and Prevention Fund.

              This is certainly important to do to facilitate prevention so that there are no more doubts in the use of Covid-19 handling funds.

              The signing of the MoU would be expected to be Handling Covid-19 in Bengkulu region can be held accountable and in accordance with applicable regulations.

              The huge stimulus of social assistance funds certainly requires supervision from many parties, both from the center to the regions. This monitoring is certainly very important, considering that not a few people need help to make a living in the midst of the Covid-19 pandemic.
