The special autonomy, which will be extended in 2021, is in the public spotlight. This is because the special autonomy fund will drastically increase to 5.8 trillion rupiah. So that supervision will be tightened, in order to prevent unwanted things from happening. The use of the special autonomy funds must be optimal, so that it can be absorbed for the welfare of all the Papuan people.
Otsus is a special program for the Papuan people that was started in 2001. This program was created for the welfare of the people on Earth of Cendrawasih and leveled development in Eastern Indonesia. The extension of the special autonomy will occur in 2021 and the people are looking forward to this special moment. Because the special autonomy volume 2 is expected to provide more benefits for all levels of society.
And a special autonomy volume 2 is budgeted at 5.8 trillion rupiah. This nominal is much larger than the volume 1 of the Special Autonomy, because there has been inflation in the last 20 years. In addition, the special autonomy funds are also used to organize XX PON events in Papua, which of course requires a very large capital. So that this increase is understandable.
However, the special autonomy funds were not given just like that, because there was strict supervision in its use. The Coordinating Minister for Political, Legal and Security Affairs Mahfud MD stated that the government would increase supervision of the use of the special autonomy fund, whose nominal value increased drastically. This task will be carried out by the Financial Supervisory Agency (BPK).
Why is there any need for supervision? It’s not that you don’t believe it, but that much money can make people tempted to avoid it. In fact, the special autonomy is given to the people, and officers who want to corrupt are tantamount to stealing people’s money. Do not let any person dare to do KKN, because it is the same as eating the carcass of his own brother.
Mahfud continued, the government issued Presidential Decree number 20 of 2020 as the realization of Presidential Instruction number 9 of 2020. This Presidential Decree is about the Integrated Coordination Team for the Acceleration of Welfare Development in Papua and West Papua. There is also the formation of a legal team to carry out research on the use of special autonomy funds.
This presidential decree was made because the level of corruption in Papua is still quite high. So that the BPK and the Corruption Eradication Commission (KPK) work together so that no more persons dare to withdraw the special autonomy funds. If someone is determined to be corrupt, then what is the future for Papuan children? They may lose the opportunity to get special autonomy scholarships, because their quota is reduced by cunning corruptors.
Apart from the problem of corruption, development in Papua with special autonomy funds is still hampered by the security situation. As we already know, there are still threats from the OPM and KKB to hinder the modernization of Papua. Maybe they are afraid that the forests and mountains that become hiding places will be used as infrastructure, so that their existence will be revealed and end up in prison.
Therefore, the KKB will be redefined into tero ris. So that the Papuan regional government can deploy anti-terror Densus 88 to arrest them. If the KKB and OPM have been destroyed, then security in Papua will be created. Development can be continued because there are no more separatist groups to obstruct it . The absorption of the special autonomy funds will be maximized.
It is hoped that the use of the special autonomy fund will be more absorbed by all the people. The concentration on special autonomy volume 2 is not on building infrastructure such as buildings and bridges, but for programs in an effort to improve the welfare of the community. For example, the provision of more scholarships, business capital loans, marketing training, etc.
Special autonomy is made for all Papuan people. Therefore, its use must be in accordance with the procedure. Likewise , the supervision must be rigorous and thorough, so that there is no room for corruption even if it is 1 rupiah. The special autonomy fund is a mandate from the government for the Papuan people, so that there should be no rogue elements who take it for personal gain.
