Simplification of Bureaucracy A Form of Bureaucratic Reform in Improving Public Services

The Jokowi-Ma’ruf government is trying to simplify the bureaucracy in order to realize the professionalism of the State Civil Apparatus (ASN) and bureaucratic services. Simplification of the bureaucracy is also expected to be able to save state expenditure.

In the past, if I wanted to get public services, I was still afraid. Because the people who were there seemed to serve half-heartedly. There are still a lot of jokes, huddled to spoken words who tend to have high tones. However, now that times have changed, government efforts to advance the performance of the state apparatus are beginning to appear. Now if you want to go to a public service center, say, for example.

Even at the door, a smile was welcomed. Asked what the need is, we are directed to which counter, what conditions to bring and others. Not only that, now I have access to public services so easily, which used to be complicated for forgiveness, now for certain matters to be given facilities. This certainly makes people more comfortable. Those who initially had to “bow down” (respectfully) when in government agencies, now do not. Because, everything is treated equally according to their interests.
Previously the discourse related to simplification of bureaucracy which was considered complicated was often discussed. This summarization is not without reason, it is true that Mr. Jokowi said if it aims to boost the performance of government officials, in improving public services. Predominantly echelon III and IV, so that it will only be echelon I and II.
Judging from the success, the same thing is also applied in a number of developed countries, such as Japan. There the role of government rests on echelon I and II employees, while ministers are only political symbols. It is different from Indonesia, as if it were a minister, a matter of a few ministers. This is then considered not effective enough. Bureaucratic pruning does not stop by circumcising echelonization. But it also accommodates them into functional positions that value HR as well as competence.

According to the Report, the Ministry of Finance (Ministry of Finance) has installed around 25 echelon II officials. This inauguration is a continuation of the inauguration of 179 echelon III and IV officials and functional officials in the institution. This inauguration was touted as a form of bureaucratic reform within the Ministry of Finance.
Finance Minister Sri Mulyani Indrawati said President Joko Widodo had conveyed several priorities for realizing advanced Indonesia. Among them, namely, improving the quality of human resources, infrastructure development, and economic transformation. From this increase, it is hoped that Indonesia will become more capable, strong, competitive, and anticipatory to the changing times.

Sri said that as a rank of state employees are required to do two things, namely, to simplify regulations and to work to improve the efficiency of competence and integrity of the bureaucracy. Therefore, all parties must respond to the main program in order to increase reforms and keep our regulations simpler and more efficient.
Reportedly, of the 179 newly appointed officials, there were 112 people who previously served as Echelon III and IV. Which then turned into a functional Policy Analyst. This policy is implemented in order to create a leaner organization, but still be functionally effective. Thus, BKF (Fiscal Policy Agency) is expected to become a more agile and responsive organization.

The Minister hopes that the reduction in Echelon III and IV officials can cut the bureaucratic chain and make it easier for the public to get public services. In addition, these functional officials are expected to be rich in innovation and competent in producing quality policy recommendations, so as to have a positive impact on the welfare of the archipelago.

The 25 echelon II officials appointed are believed to be officials from across Echelon I units. Previously, the inauguration process for these officials went through various stages which were considered quite complicated.
Some of the steps carried out include checking track records, integrity, and digital footprint. There are around 1,681 Echelon III officials who previously competed to win the position of Echelon II.

Sri Mulyani appealed to newly installed Echelon II officials to be able to explore the potential of Non-Tax State Revenues (PNBP) from Natural Resources (SDA), to help optimize the use of state assets, including to formulate policies by involving technical units so that the policies can be conveyed with even better. Thus, state money can be distributed equally to the public from Sabang to Merauke. Sri Mulyani also advised that they work and be able to carry out their duties according to the oath they pledged.

If the application of this step is optimal, it is quite possible community welfare will increase significantly. Moreover, the performance of the state apparatus will be considered capable of equalizing the gap. No more rich poor, all served according to applicable procedures.
