A number of parties accuse the application of the 11 Ministerial Joint Decree (SKB) as a means of silencing freedom of opinion. In fact, this Ministerial Decree 11 is a way to protect ASN from radicalism that threatens national integrity and not the Government’s fear of Islam.

Indonesia seems to be in an emergency of radicalism. Various appeals and warnings, including setting a number of rules, are now in force. Based on the survey, there are at least 800,000 more ASNs or civil servants exposed to radicalism. Namely, those who are anti-Pancasila and anti-NKRI, are quite large numbers? So is it wrong for the state to direct its employees? Because, not only in government agencies, but in private agencies also imposed signs that must be followed seriously by the workers.
As ever, if there are new rules, it will certainly invite controversy. Either the pros or the cons. As a result, news about the new regulations became a maze. Though they do not know exactly what the contents, mechanisms and functions of the rules made by the country. Instead of providing support, a number of parties that crossed positions as if spice it up to be more complicated. Until, the community will immediately respond negatively.
Not to mention the existence of certain parties who carry out illegal interpretations of the Joint Decree, and associate it with political interests, of course this is very unfortunate. The government wants to be fair to the prohibition of ASNs and also to apply it to the wider community. This is further complicated by the accusations of Islamophobia. Islamophobia is a controversial term that refers to prejudice and discrimination against Islam and Muslims. This practice of discrimination against Muslims is suspected by separating them from the economic, social, and social life of the nation.
In line with what was stated by Mudzakir as Deputy Secretary of Human Resources Apparatus of the Ministry of Administrative Reform and Bureaucratic Reform said the joint decree of 11 ministers was made to protect the state civil apparatus from the danger of exposure to radicalism. which is considered to threaten national integrity.
Mudzakir said there is a mechanism that must be implemented in the reporting system against ASN that is alleged to have committed violations. The mechanism is suspected to protect ASN from arbitrary acts.
Previously, as many as 11 state agencies (ministries and agencies) had signed a Joint Decree (SKB) on Handling Radicalism in the Framework of Strengthening National Insight in the State Civil Apparatus (ASN), which contained 11 prohibitions so as not to be violated by all ASN personnel.
The 11 prohibited items referred to are;
First, the submission of opinions both verbally and in writing in the form of text, images, audio, and video, through social media that contains expressions of hatred against Pancasila, the 1945 Constitution, Unity in Diversity, Unitary Republic of Indonesia and also Government.
Second, similar to the first point which is aimed at one ethnic group, race, religion and between groups.
Third is, the distribution of opinions containing hate speech as in numbers 1 and 2 using social media or by means of (share, upload, broadcast, retweet, repost, or the like).
While number four is concerned with assuming or in the form of support as a sign of agreeing opinions as numbers 1 and 2 by giving dislike, likes, love, retweet, or tangible comments on social media.
Fifth, news that has the potential to mislead both directly and using social media. Sixth, the dissemination of news that is considered misleading both directly and utilize social networks.
Seventh, Organizing activities or actions that lead to acts in the form of insulting, inciting, provoking, and hating Pancasila, the 1945 Constitution, Unity in Diversity, Unitary Republic of Indonesia, and the Government.
Eighth is Participation in an organization and or activity that is believed to tend to lead to incitement, insulting, provoking, and hating actions against the four pillars of the state and the Government.
Item nine, namely the use of attributes that conflict with Pancasila, the 1945 Constitution, Unity in Diversity, the Republic of Indonesia, and also the Government.
Ten, Harassment or contempt of state symbols either directly or through social networks. Eleven acts as referred to in numbers 1 to 10 are carried out consciously by the ASN.
Reflecting on the experience, many people who behave as if they understand the state administration best. When in fact they only went along with the flow that is in social networks. Including the spread of radicalism that is so fertile growing in the digital world. The number of 800 thousand ASNs is not a small number, you know!

Imagine if the number continues to grow, so that it will make the atmosphere of the country more murky.
Therefore the enactment of the Ministerial Decree 11 is not only protecting the ASN, but also all citizens. So they will behave more wisely in using social media and be able to reduce the spread of radicalism that is increasingly crazy!
