DOB Guarantees Involvement of Indigenous Papuans in Government

The expansion of a new autonomous region or region (DOB) in Papua Province has been able to ensure the involvement of the Indigenous Papuan people (OAP) in all aspects of development in Cenderawasih Earth, including in administering government to their active role in developing natural resources and protecting the environment so that they can adapt to global climate change.

The Deputy Minister of Home Affairs (Wamendagri RI), John Wempi Wetipo continues to encourage deliberations on development planning. This is able to become a forum for creating Indigenous Papuan communities (OAP) to guarantee their involvement in all government administration on Cenderawasih Earth.

Furthermore, according to the Deputy Minister of Home Affairs, there are at least 2 (two) fundamental things that are very important. The first aspect, according to him, is regarding the existence of synergy and harmonization of programs and policies by using planning documents that have indeed been adapted to the direction of affirmative policies and equal distribution of welfare.

Then the second aspect that is fundamentally important is that community participation must be able to be continuously encouraged, especially they must be able to participate in providing various kinds of ideas for program development which are indeed based on the needs of the community itself and aligned with how local government policies (Pemda) in development national.

According to John Wempi, all parties must be able to be involved from all aspects, they must be able to continue to generate physical or empathetic mobilization, including encouraging aspirations, educating new skills to mobilizing local participation in development by making the Indigenous Papuan people (OAP) not not only as objects of development, but also for all their needs that can really be accommodated and realized.

Actually, the participation of OAP in planning development in Tanah Papua has its own challenges, especially after the expansion of the new autonomous region (DOB). This is because so far the potential contribution to the economy in Papua Province after the division of the province or new autonomous regions has been supported by several sectors, namely agriculture, forestry and fisheries. However, currently it is another challenge because of the need for the expansion of the new autonomous regions in Papua Province to be able to explore the potential of the area beyond their underground minerals.

With the existence of a development forum, the aim is indeed to be able to produce an interpretation and also be able to represent the mapping steps and also the development of natural resources (SDA) and also the development of human resources (HR) in the Province of Papua while still prioritizing the principle of development. sustainable.

The Ministry of Home Affairs itself also has a very strong commitment to actively participate in providing assistance and supervision to 6 (six) Provinces in Tanah Papua as a result of the expansion of regions or new autonomous regions. 

The oversight and strong commitment put forward by the Ministry of Home Affairs are carried out to guarantee the implementation of Special Autonomy (Otsus) and also to ensure that there is room for the Indigenous Papuan people (OAP) to be actively involved in all aspects of governance, politics, social and economic affairs down to the district level within the framework of the Unitary State of the Republic of Indonesia (NKRI).

Meanwhile, the Acting Executive (Plh) of the Governor of Papua Muhammad Ridwan Rudindingun confirmed that his party is firmly committed to increasing the involvement of Indigenous Papuans (OAP) in all areas of development, especially forestry and the environment. 

Moreover, it is undeniable that Papua itself has a very large area of ​​tropical forest and also contains biodiversity, all of which have an impact on climate change mitigation and adaptation efforts. Therefore, to anticipate it, a strong commitment needs to be made.

Governor Ridwan also stated that he would encourage the formation of a regional team that has the same understanding as the Ministry of Environment and Forestry for the implementation of Indonesia’s FOLU Net Sink 2030 in Cenderawasih Earth. He added that through the convention, in the future efforts to mitigate and adapt to climate change so that various other information is relevant to achieving the objectives of the activity.

Recently, the issue of climate change has been widely discussed in the world, and has even prompted many other developing countries to make improvements as soon as possible, especially when they have large forest lands, so that they are able to play an active role in efforts to reduce greenhouse gas emissions from the forestry sector.

Therefore, actually the involvement of the Orang Asli Papua (OAP) community itself is very important to be present in every development sector on Cenderawasih Earth. Including in the administration of government to the sector protecting the environment or nature from the dangers of greenhouse gas emissions and also anticipating climate change.

The existence of regional expansion or new autonomous regions is able to further increase and guarantee the active participation of OAP, because now the whole process and integration is not as big and complicated as before the regional expansion. Services to the public can also be faster and closer with the new autonomous regions as they are today.
