Government Accelerates Social Assistance Digitalization for More Accurate Distribution

The Indonesian government continues to demonstrate a strong commitment to improving the national social protection system by prioritizing a digital approach. One of its strategic priorities is accelerating the digitalization of social assistance (bansos), particularly through the Family Hope Program (PKH). This step has proven to be a strategic breakthrough for the government in ensuring that social assistance reaches the public more accurately and efficiently.

In a coordination meeting with the National Economic Council (DEN), Minister of Communication and Digital Affairs (Menkomdigi), Meutya Hafid, expressed her full support for the digitalization of social protection programs. Her ministry has prepared key infrastructure in the form of the Government Service Connector System (SPLP) to integrate data across ministries, institutions, and local governments. The SPLP is designed to support the Electronic-Based Government System (SPBE), enabling efficient interconnection of data and services between parties.

Meutya also emphasized the importance of security in big data management. Therefore, the SPLP system is currently being tested for its resilience with the National Cyber ​​and Crypto Agency (BSSN). This test included testing the system’s ability to handle large-scale data surges to ensure the social assistance distribution process runs smoothly, quickly, and is secure from cyberattacks. According to Meutya, the reliability of digital technology lies not only in its speed, but also in protecting beneficiary data to prevent leaks or misuse.

Echoing Meutya, the Chairman of the National Entity Agency (DEN), Luhut Binsar Pandjaitan, stated that digitizing social assistance is one of President Prabowo Subianto’s priorities in building more modern, efficient, and inclusive public services. Luhut emphasized the importance of cross-sector collaboration. He requested that all ministries, institutions, and regional governments immediately prepare and open access to beneficiary data. This is crucial to ensuring that social assistance reaches the right people, based on credible and real-time data. Luhut also emphasized the importance of continuous evaluation at every stage of implementation to ensure the program is running in line with national goals.

Meanwhile, the Indonesian Ministry of Social Affairs (Kemensos) expressed its full support for this digitalization initiative. Deputy Minister of Social Affairs Agus Jabo Priyono stated that one of the main obstacles in distributing social assistance has been the accuracy of recipient data. Past issues related to data errors are now being resolved through a more precise digital approach.

Currently, the Ministry of Social Affairs is distributing social assistance for the second quarter of 2025, including expanding the distribution of social assistance to 18.3 million beneficiary families. The distribution process uses a new database called the National Socioeconomic Single Data (DTSEN), replacing the previous Integrated Social Welfare Data (DTKS). This replacement was carried out in accordance with the mandate of Presidential Instruction Number 4 of 2025. DTSEN is socioeconomic data resulting from a collaboration between the Ministry of Social Affairs and the Central Statistics Agency (BPS), which is continuously updated every three months through ground checks and systematic updates.

The Deputy Minister of Social Affairs stated that the Ministry of Social Affairs is actively matching and updating data with BPS to ensure that DTSEN truly represents the current social conditions of the community. This demonstrates that the Digital Social Assistance System (DTSEN) has significantly improved the accuracy of aid distribution, reaching the most vulnerable families. In other words, aid will truly reach the families most in need.

The importance of data integration and transparency was also emphasized in the coordination meeting. Luhut emphasized that all parties must be open to each other and maintain good communication for the sake of the national interest. He stated that one of the keys to the success of the social assistance digitalization program is solid collaboration, where all parties listen to and respect each other’s input. He believes that collective spirit is far more important than sectoral egos in carrying out public service duties.

As part of the implementation of social assistance digitalization, the government is also designing a digital public infrastructure (DPI) for social protection programs. This DPI will include three main features: digital beneficiary identities, digital payments, and a data exchange mechanism. The draft is currently under intensive discussion by the DEN, the Ministry of Social Affairs, Komdigi, the Ministry of Home Affairs, BPS, and other relevant agencies. The DPI pilot project is planned to launch in September 2025 in Banyuwangi, East Java.

The digital transformation of social assistance has had a national impact, but also at the regional level. The Head of the Sumbawa Regency Communications, Informatics, Statistics, and Cryptography Service, Drs. Hasanuddin, statedHe stated that the local government strongly supports this initiative. He believes the social assistance digitalization program is a form of public service reform that meets the demands of the times. Sumbawa Regency is currently adjusting its regional service system to integrate with the SPLP (Sub-district Social Security System) and is conducting technical training for SPBE operators at the district level.

Hasanuddin added that his office, along with the Regional Development Planning Agency (Bappeda), is also verifying and updating beneficiary data at the local level to prevent inequalities or duplicate data. He is optimistic that, with synergy between the central and regional governments, the social assistance digitalization program will create a system that is fairer, more transparent, and more adaptive to the dynamics of society.

The government’s significant steps in digitizing social assistance are not only about technology, but also about public trust in the state service system. With a transparent and accurate system, it is hoped that the potential for social disparities and strengthening trust in the state system will be further reduced. The government has high hopes that the digitalization of social assistance will become a strong foundation for creating adaptive, efficient, and sustainable social protection in the current era of digital government.
