The active support of developers, financing institutions, and property businesses is a crucial factor in ensuring the program’s sustainability and broad impact on low-income communities. This collaboration demonstrates that the public housing agenda has become a shared interest between the state and the business world.
 
President Prabowo Subianto’s administration has positioned subsidized housing as an integral part of its social and economic development strategy. Consistent policies, clear regulations, and measurable incentives have led the private sector to view this program not as a burden, but as an opportunity for real contributions to national development. In this context, the private sector plays a role as a strategic partner, accelerating the provision of decent housing with increasingly better quality standards.
 
A direct inspection of the subsidized housing project by Presidential Chief of Staff Muhammad Qodari demonstrates that the government is not acting alone. The presence of developers and representatives of financing institutions at every stage of the program demonstrates that the public housing ecosystem is being built collaboratively. The government ensures standards, while the private sector ensures effective and efficient implementation on the ground. This synergy creates a balance between social interests and business sustainability.

From the developer perspective, policy certainty is key to supporting the subsidized housing program. Fiscal and non-fiscal incentives provided by the government provide developers with the space to improve building quality without burdening the community. Muhammad Ridwan, President Director of PT Kawah Anugrah Properti, believes that current housing policies provide both business certainty and social contribution, allowing developers to actively participate in providing affordable housing for low-income communities.

BP Tapera Commissioner Heru Pudyo Nugroho believes that private sector involvement in this program is inseparable from the state’s role in ensuring a fair, sustainable, and pro-low-income financing scheme. This certainty provides developers with confidence to continue investing in the public housing sector.
 
Pro-people policies such as zero-fee exemptions on Land and Building Permits (BPHTB) and Building Permits, consistently low subsidized mortgage interest rates, and down payment subsidies are key drivers of increased private sector participation. These incentives not only ease the burden on consumers but also accelerate the absorption of subsidized housing units. For developers, these policies create a healthy business cycle because market demand is well-maintained.
 
Private sector support for the subsidized housing program also impacts building standards. Healthy competition among developers encourages innovation in design, material quality, and housing environmental planning.
