OPM Violates Humanitarian Values, Authorities Strengthen Security Stability

PAPUA – The ongoing armed violence perpetrated by the Free Papua Movement (OPM) throughout 2025 reaffirms the serious threat to security and humanitarian stability in Papua. A series of attacks targeting security forces and civilians demonstrates that the group’s violence has crossed the line and cannot be justified under any framework.

Data from the Papua Regional Police shows that throughout 2025, there were 104 cases of armed violence within the Papua Regional Police jurisdiction, resulting in 94 deaths. Of these, 64 victims were civilians: nine members of the Indonesian National Armed Forces (TNI), six members of the Indonesian National Police (Polri), and 15 members of the OPM. In addition to the fatalities, 120 people were injured as a result of the violence. This fact demonstrates that civilians are the most disadvantaged parties in the conflict created by the OPM.

Papua Regional Police Chief, Inspector General Patrige Renwarin, emphasized that the OPM remains a real threat to public order and security. “The Armed Forces (KKB) or the Free Papua Movement (OPM) still pose a threat in Papua and instill fear in the community. Civilians are the biggest victims of these acts of violence,” he said. According to him, this situation refutes the OPM’s claims that they often claim to be fighting for the Papuan people.

One incident that drew attention was the attack on civilians in Yahukimo, in the Papua Highlands. Brigadier General Faizal Ramadhani, Head of Operations for the Cartenz Peace Task Force, explained that the perpetrators targeted victims at homes or businesses, even posing as buyers. “This method shows that the violence was carried out with a plan to spread terror,” he said.

The government, along with the Indonesian National Armed Forces (TNI) and the Indonesian National Police (Polri), reaffirmed their commitment to maintaining security stability through firm and measured measures, without neglecting a humane approach. The Commander of the Habema Operations Command, Major General Lucky Avianto, stated that the presence of security forces aims to protect the community. “The TNI is present as a guardian of peace by prioritizing a humane approach, respecting local customs and culture, and building trust with the community,” he said.

In addition to law enforcement, security forces are encouraging the active participation of local governments, the Regional People’s Representative Council (DPRD), traditional leaders, and religious leaders to work together to promote peace. A collaborative approach is considered crucial to prevent communities from becoming trapped in a cycle of fear.

The government emphasizes that condemning the OPM’s atrocities is part of its efforts to protect the rights of civilians and maintain national unity. With synergy between security forces, local governments, and the community, it is hoped that security stability in Papua can be achieved sustainably, creating a sense of security and accelerating development.
