The Government is Accelerating Subsidized Housing, Strengthening Access to Affordable Housing for the Public by 2026

JAKARTA – The government is targeting improved performance of the national housing ecosystem by 2026 through strengthened synergy since the beginning of the year, marked by a strategy to accelerate subsidized housing, the implementation of mass contracts, and cross-institutional collaboration to expand access to decent housing for low-income communities.

BP Tapera Commissioner Heru Pudyo Nugroho reported on the disbursement of the Housing Financing Liquidity Facility (FLPP) throughout 2025, while also explaining the potential for the subsidized housing market in 2026, which remains very large.

“Based on data from the Housing Subsidized Mortgage Information System (SiKasep), applicants for the subsidized housing program are dominated by Generation Z and millennials, reflecting the high demand for housing among those of productive age,” Heru said in Jakarta.

Heru explained that in the second semester of 2025, SiKasep registrations increased by more than 50 percent. This surge was influenced by the implementation of two mass contract agreements throughout 2025, which were deemed effective in raising public awareness of the subsidized housing program. He expressed his appreciation to the Minister of Housing and Settlements for this achievement.

“We are grateful for the Minister of PKP’s consistent leadership in championing the strengthening of the national housing ecosystem throughout 2025,” he added.

To achieve the 2026 target, BP Tapera has prepared an acceleration strategy titled SIP 350 Thousand, which includes stakeholder synergy and collaboration, policy and financing innovation, as well as promotion and education for the public.

Meanwhile, Minister of PKP Maruarar Sirait (Ara) revealed plans to implement mass contracts for 133,000 subsidized housing units in 2026. The contracts will be held in two phases at different locations. The first phase is planned for Batang Regency, Central Java, in July 2026.

“In Batang, the number in July was 62,000,” said Ara.

Ara also requested that BP Tapera and PT Sarana Multigriya Finansial (Persero) provide support from the outset to ensure the smooth implementation of the mass contract. The second phase is planned for December 2026 in East Java, targeting 71,000 units.

“Later in December this year in East Java, the number will be 71,000,” he said.

For your information, in 2025, President Prabowo Subianto inaugurated the mass contracting of 76,030 FLPP subsidized houses in Cileungsi, Bogor Regency, and Serang City. This effort aligns with the Asta Cita 3 Million Houses Program to accelerate the provision of affordable housing for low-income families (MBR). (*)
