One of the concerns of DKI Jakarta government is about the over capacity of 280 percent in or prisons (detention) in DKI Jakarta. This condition certainly raises irony, between the need for additional prison space in Jakarta or an increase in crime in Jakarta.

Based on data from the Ministry of Law and Human Rights (Kemenkum HAM), nine prisons in Jakarta accommodate 16,624 inmates and prisoners. Ideally, the prisons are occupied only 5,851 people.

In response, Djarot said he would build a prison in Ciangir, Tangerang to address the problem of overcapacity of prisoners. The government will conduct the development process as soon as possible.

“So give the land that is in Ciangir make open camp.If willingly next week we will make his MCC, cooperation agreement to build a prison needed in Ciangir,” said Djarot.

“Where I mentioned earlier, DKI Jakarta has over capacity nearly 300 percent,” said Head of Correctional Division of Human Rights Kemenkum DKI Jakarta, Arpan.

Arpan welcomed the government’s plan to build a prison of 35 hectares. There, can be built various facilities and several prisons.

“If the 35 hectares can we form various buildings, including the means of guidance, open camp, security, 35 hectares that we can build how many prisons later, the construction must be gradual,” said Arpan.

After the Ciangir Prison was built, it is hoped that no more prison in Jakarta will be over capacity. Although not yet certain, Arpan predicts Ciangir Prison will accommodate 15,000 prisoners and prisoners.

“If it is built all, it can accommodate up to 15,000.It could be a prison village,” said Arpan.

Meanwhile, Jakarta Governor Djarot said that from 100 hectares of land, 30 hectares will be allocated to build prisons, while the remaining land area of 70 hectares will be built Villa Werdha, farmland, farms and others to support productivity.

This Ciangir prison was prioritized for the guards from Salemba Prison. From the capacity of 2,000 people, Salemba Prison now contains 5,000 people. While the Cipinang Prison has accommodated 9,000 people from a capacity of 3,000 people. The government will now focus on Salemba Prison. Construction of prisons, added Djarot, will be done starting in 2017.

Observing data on the capacity of prisons and the number of inmates, this condition seems to be a reflection of the increasing crime scene around Jakarta or indeed the prisons in Jakarta that require repair and additional space. Apart from these conditions, Jakarta is expected to become a friendly and safe area with reduced crime rates due to the support of prison facilities for guidance on prisoners.
