CIDISS. The implementation of the Presidential Election in 2019 is already underway. At present, there are 2 candidate pairs who will participate in the most prestigious elections in Indonesia, namely Joko Widodo – Ma’ruf Amin and Prabowo Subianti – Sandiaga Uno. As a participant in the presidential election, the two candidates certainly have very many supporters, even outside their success teams so that there are often violations that occur, even though it is actually not an action taken by the candidate pairs and their success teams. One example of the case is related to the installation of videotron in a number of locations that have involved the Jokowi – Ma’ruf pair.

The General Election Supervisory Board of DKI Jakarta decided that the campaign advertisement for president and vice presidential candidates Joko Widodo and Ma’ruf Amin in videotron, in a number of streets on the Jakarta DIKI had broken the rules. Regarding this matter, the General Election Supervisory Body ordered that all of these advertisements be revoked, but did not impose any sanctions on the Jokowi – Ma’ruf market. Responding to this, Jokowi – Ma’ruf National Campaign Team Leader accepted this decision because it was not his team that put up videotron advertisements in places that were not supposed to be.

Allegations of this violation were conveyed by a Jakarta resident who found there were at least 8 videotron locations that posted advertisements for the campaign. The Jakarta General Election Supervisory Board decided that the report was proven and accepted in part so that it could be processed. However, the Jokowi – Ma’ruf faction does not need to apologize and is not given a reprimand despite administrative violations. This is because it cannot be proven who ordered the ad on the videotron.

From the above case, it can be illustrated that the active participation of the community in mini-general elections has been seen, one of which is related to this reporting. If there are no reports from the public, the General Election Supervisory Agency will not necessarily know of any violations. This happens because of lack of supervision along with the limited human resources available so that active participation of the community in realizing credible elections is very much needed.
