Beware of HTI Guerrilla After Getting Disbanded
By: Ahmad Haris*
The decision of the Jakarta State Administrative Court (PTUN) regarding the disbanded of HTI by the Ministry of Law and Human Rights is legal and in accordance with established rules. The disbanded of this prohibited organization refers to the Government Regulation in Lieu of Law Number 2/2017. It is very obvious that the values adopted by HTI are very contrary to the objectives, principles and characteristics of the 1945 Constitution of the Republic of Indonesia. The organization often promote that Khilafah is a feasible system that to be applied in Indonesia.
Hizbut Tahrir is one of transnational organizational that not only stricted by territory. It is become common sense that the organization spread khilafah doctrine in a political ways without using any force movement. Although doesn’t get looked anarchy, Hizbut Tahrir become getting more dangerous by moving on the underground ways. In fact, Hizbut Tahrir prefer attempt to infiltrate its member into the government and military institution. This is absolutely getting worse if some of stakeholder on this country start thinking to abandon Pancasila and turn to Khilafah system.
Based on the experience of several countries that already dealing with Hizbut Tahrir, most of them has scheduled a coup movement against these countries. In 1974, the Shabab group Muhammad attacked a military school in Cairo, Egypt and simultaneously announced the establishment of an Islamic state under the leadership of Hizbut Tahrir. Fortunately, the coup failed and was stopped. Meanwhile, in 2012, Hizbut Tahrir also conducted an attempted coup in Bangladesh involving retired military officers and active officers. The soft but deadly movement of Hizbut Tahrir eventually became the reason for 21 countries to ban the movement of the organization. And in the end Indonesia became one of the countries that banned Hizbut Tahrir in 2016 because goevernment saw the organization increasingly deviating from the Pancasila.
The disbanded of HTI has become one of the achievements as well as the country’s best step to minimize the future impact of the prohibited organization. Although it has been dissolved, HTI’s understanding and cadres have not merely changed direction and supported the Pancasila. In fact, they do not stop as an organization but transform into other forms. One example, in the Reunion on December 2, 2017, there was a group of people who raised the HTI flag using balloons eventhough at that time, HTI had become a prohibited organization. In addition, at the time of the Amien Rais trial at the Metro Jaya Regional Police, 212 alumni strongly called for “Change of President. Change System. Takbir! “Although not explicitly, the statement at least reminds us that there is a group of people like HTI who still want a system change in the country of Indonesia.
It is not impossible, HTI is currently infiltrating the political elite to avenge revenge, especially for President Jokowi as a figure who plays a role in dissolving HTI. Maybe HTI will apply one of the war sayings that say “the enemy of my enemy is my friend”. One way is to join the opposition stronghold of Jokowi. Both Prabowo’s conscious and unconsciousness, HTI’s efforts to infiltrate the opposition, made HTI in a comfortable position to be able to continue to fight and attack the Jokowi government while spreading its understanding to implement the Khilafah in Indonesia. Quoting Denny Siregar’s statement, one of the authors of the Political field, the 2019 Presidential Election was not only a struggle for the President’s seat but actually was a Pro-NKRI fight against the HTI Pro.
Therefore, it is important for the government to cooperate with the community to ward off HTI guerrillas in the 2019 presidential election both in terms of the spread of the Caliphate and its costs in driving the presidential election in the interests of its organization. In addition, the Prabowo and Jokowi camps need to work together to limit the HTI movement rather than mobilize the organization for its interests. All Indonesian citizens need to instill and reinforce the values of Pancasila as the country’s foundation so that the understanding of HTI does not develop more widely in Indonesia.
