CIDISS. Negative campaigns are an organized effort that aims to influence voter decision-making processes. Negative campaigns always use satire methods, destructive seduction, or rumors about the candidates or candidates to the public to cause a bad image, especially in terms of public policy. These efforts are endeavored to generate resistance from the electorate.

The General Election Commission has set up a Regional Head Election on June 27, 2018. There are 171 regions consisting of 17 provinces, 39 cities and 115 districts that will host it. The 2018 electoral stages will begin simultaneously in the eight months before election day so that the competition tension between supporters of regional head candidate will increase, especially at the beginning of 2018. Conditions like this would be very easy to use the parties who are not responsible for provocation and make the atmosphere more chaotic with negative campaigns voiced for a particular interest.

Along with the rapid development of information and communication technology, there is a possibility that the elections will be colored with covert campaigns and false, misguided and negative information that utilize online networks such as websites, blogs, and social media that have a wide range, high intensity and anonymity. The ability of online media to reach a wide area with high intensity is effective to manipulate people’s perspectives so as to give a specific response to candidates. While the element of anonymity can make it difficult for security forces to explore who the perpetrators of the negative political campaign are.

Election of regional heads will greatly determine the future of the nation and state, therefore election of regional head is not only for the benefit of the people of a region only. In order to ensure that election of regional head can actually run according to the rules, fulfill the aspirations of the people, and contribute to the development of the nation and state, preventive efforts are needed by increasing socialization and effective law enforcement against potential problems that could disrupt the running of democratic and constitutional elections.
