Soft Approach, Special Autonomy, provide Welfare or the Papuan People

Jakarta – The government continues to strive to embrace the indigenous Papuan people and defuse conflicts on the earth of Cenderawasih. Various approaches have been taken because Papua is absolutely part of the Unitary State of the Republic of Indonesia (NKRI). One approach taken is an approach from the heart.

The Presidential Special Staff for Papua, Lennys Kogoya said that a heart-based approach was more effective in resolving conflicts in Papua. Moreover, this approach coincides with the moment of the Christmas celebration.

“Towards Christmas, we have to build a bond of love between the community and the government. The approach of the heart must be discussed by sitting together in a traditional house where so far there has been no courage,” said Lennys in a Dialogue on Elshinta Radio, Thursday (9/12/2021).

According to Lennys, with this approach, it is hoped that in the future there will be no more bloodshed, conflict, or friction in Papua.

“In 2022, there will be no bloodshed in Papua. I am with the tribal chief in the near future there will be a statement. We take a stand, enforce the law. We prepare now. Especially for the Papuan people, let’s keep the peace. Violence can be peace,” said Lennys.

He added that this statement with the tribal chief would be a recommendation to be submitted to President Joko Widodo and the security forces in dealing with security issues by December 25, 2021.

“We are going into a year of peace. No more chaos, a culture of mutual love, no hate, anger, and violence,” he explained.

Lennys hopes that the government and law enforcement can firmly enforce the law in Papua. Nothing is privileged and above the law in the easternmost province. Mistakes need to be dealt with in accordance with the legal corridor.

In relation to the special autonomy fund (otsus), Lennys said, a special supervision team must be formed. The reason is, so far there has been no strict supervision of the special autonomy fund which has resulted in fraud. He gave an example of the special autonomy budget for traditional institutions and women’s leaders, which were allocated 2 percent each. Based on a report from the Governor of Papua Province, the funds have been distributed to district and city governments. But in fact, traditional institutions and even women’s leaders did not receive the funds.

Historian from Manado State University, Dr Drs Yohanes Burdan, M.Hum agreed with Lennys statement. He agrees that the approach in Papua is carried out with an approach from the heart.

“Papuan culture, there are aspects to solving existing problems. We have to behave how people think,” said Yohanes.

He added that the friction in Papua arises because there is a sense of social jealousy. Yohanes appreciates the efforts made by the government regarding issues in Papua.

“From time to time there will be changes, that they, the people of Papua, can enjoy the wealth of Papua. No Papuan hates anyone. If there is a gap, it is a source of conflict, both natives and immigrants,” he said.
